Location ESTEC, Noordwijk, The Netherlands Description Electrical Compliance Engineer in the Infrastructure Section, ESTEC Estates Facilities Management Division, Estates Facilities Management Department, Directorate of Internal Services. The European Space Research and Technology Centre in Noordwijk is the European Space Agencys largest site and approximately 2,800 people work there, many of them scientists and engineers. The site covers approx. 40 ha of land and has a wide variety of buildings covering a surface area of 130,000m2. Besides offices, meeting rooms, conference rooms and ancillary facilities, ESTEC hosts numerous technical facilities including a very large and highly sophisticated Test Centre for spacecraft and space hardware, complex, stateoftheart laboratories at the leading edge of the space sector, computer rooms and the technical systems power distribution and cooling, heating needed to support them. The ESTEC electrical network consists of a 10kV distribution grid and lowvoltage installations. In terms of usage and distribution of electricity, ESTEC applies Dutch national health safety legislation and has devised an ESTEC Electrical Policy to define roles and responsibilities within the organisation. The Electrical Compliance Engineer reports to the ESTEC FM Senior Electrical Engineer, who acts on behalf of the Head of Establishment as the nominated person in charge of the ESTEC Electrical Installations. The postholder will act as the assigned deputy to the Senior Electrical Engineer. Duties The Duties will include creating excellent working relationships with a diverse internal customer group of scientists and engineers to promote the highest electrical safety standards on site monitoring the implementation of the ESTEC Electrical Policy, checking and assessing the overall conformity of ESTEC electrical installations with it, developing best practices and managing Policy awareness and training, for electrical safety in particular ensuring compliance of electrical equipment and installations with Dutch electrical norms and requirements for health safety monitoring and ensuring the integrity and safe operation of the electrical equipment and installations connected to the ESTEC General Infrastructure Electrical Installation being authorised to assess the entire electrical installations on site providing support and technical advice on the application of the Electrical Policy where required having a support role in the design, development, refurbishment or implementation by the owners in charge of equipment or installations connected to the General Infrastructure Electrical Installation assessing compliance with the Policy for all activities undertaken by equipment and installation owners to set up new installations and modifying or taking corrective actions on existing installations and equipment supporting the FM Electrical Engineer in controlling electrical activities carried out on site for preventive, corrective and predictive maintenance, or adaptation of existing and new installations in the buildings, facilities and equipment connected to the ESTEC General Infrastructure. Technical competencies Stateoftheart knowledge in area of responsibility at required level Electrical safety legislation Operations of large electrical installations and networks Health and safety Behavioural competencies Continuous learning Planning organisation Problem solving Communication Relationship management Responsible decisionmaking Additional requirements A minimum of five years work experience in the field. An excellent knowledge is required of electrical safety legislation with experience of inspecting generic and custommade laboratory equipment and assemblies, including a good knowledge of the relevant European norms EN50110 and the national norms and regulations notably Dutch norms NEN 3140, NEN 1010, NEN 3840 and NENENIEC 61936 for technical installations and buildings. The postholder shall have or be in a position to obtain rapidly the Dutch training certificate Nominated person in control of an electrical installation and in control of a work activity to manage autonomously, operate and supervise work on lowhighvoltage installations. Experience of operations of large electrical installations and networks. Applicants must be able to build good working relationships in an international and multicultural environment, assert their authority and take decisions. A good knowledge of office automation tools is required. Education Applicants should have a Masters degree or equivalent qualification in electrical engineering. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset. The Agency may require applicants to undergo selection tests.
