KPN fined almost EUR 1 mln over wholesale obligations

(Telecompaper) Dutch regulator ACM has fined KPN almost EUR 1 million for failure to notify rivals on time of the introduction of new wholesale services on its fixed network. The ACM issued fines in four cases in 2010-11 where KPN did not meets its transparency and non-discrimination obligations. The regulator said the company must notify rivals at least two months before launching a new service. KPN has contested the time period and said it will file an appeal against the sanctions. The fines include EUR 20,604 for the late notification of wholesale MDF service for VDSL, EUR 222,685 for a temporary promotion of the wholesale FTTC service, EUR 292,300 and 365,375 at the introduction of the wholesale VDSL-CO DLM service and EUR 40,007 and EUR 32,005 from the introduction of the VDSL-Buitenring wholesale access services. In all the cases the fines were increased as they were considered repeat offenses.

Belgium raises EUR 360 mln in 800 MHz auction

(Telecompaper) The Belgian auction of frequencies in the 800 MHz band has finished, raising a total EUR 360 million, the telecom regulator BIPT announced. The auction lasted just one day, with each of the three network operators - Base, Proximus and Mobistar - acquiring a lot of 2x10MHz for the reserve price of EUR 120 million. The licences are valid for 20 years and will be used by the operators to expand LTE services. The frequencies won by Mobistar have an additional coverage obligation. Within three years of receiving the licence it must cover at least 98 percent of the population in municipalities where 3G coverage is currently not sufficient. In Belgium, Proximus was the first to launch LTE services earlier this year, followed by Base last month. Mobistar is expected to launch before the end of this year.

New iPad Mini goes on sale from EUR 389

(Telecompaper) Apple's new iPad Mini 2 with Retina display has gone on sale, eleven days after the company's iPad Air. It's available with Wi-Fi or Wi-Fi plus 4G and a choice of 16, 32, 64 or 128 GB storage, with delivery times estimated at 5-10 working days. Prices start at EUR 389/USD 399 for the 16 GB version, rising to EUR 479/USD 499 for the 32 GB model and EUR 659/USD 699 for the version with 128 GB. The 4G-enabled cellular version of the iPad Mini is available for EUR 509/USD 529 for the 16 GB model, rising to EUR 779/USD 829 for the 128 GB model. The price the original iPad mini has been cut to USD 299 for the 16 GB Wi-Fi model and USD 429 for the 16 GB cellular model at all four of the major US mobile operators. Both models are available with multiple carriers around the world.

Deutsche Telekom acquires GTS for EUR 546 mln

(Telecompaper) Deutsche Telekom acquired GTS Central Europe (GTS), an infrastructure-based telecommunications service provider in Central and Eastern Europe, for a total consideration of EUR 546 million. With GTS, Deutsche Telekom is enhancing its ability to offer pan-European telecommunication services as well as integrated products in countries where the German operator has limited fixed-line access network infrastructure. Deutsche Telekom is acquiring GTS from a consortium of international private equity firms, including Columbia Capital, HarbourVest Partners, Innova Capital and M/C Partners, which have actively developed the company over the last six years.

Telefonica sells Czech operator to PPF for EUR 2.5 billion

(Telecompaper) Telefonica has agreed to sell a majority stake in Telefonica Czech Republic to the private equity firm PPF. For the 65.9 percent stake, which includes also Telefonica Slovakia, PPF will pay EUR 2.467 billion (CZK 63.6 billion). This includes an initial payment of EUR 2.063 billion and EUR 404 million over the next four years. Telefonica will also receive a dividend of EUR 260 million from the Czech operator before the deal closes and maintain a 4.9 percent equity stake in the company. As part of an industrial and commercial partnership with the new owner, Telefonica Czech Republic will be renamed but continue to have rights to the O2 brand for four years. In addition, the company will become part of Telefonica's Business Partners Program. Telefonica said it will use the proceeds of the sale to reduce debt and realise a capital loss of EUR 56 million on the transation in Q3.
