Tasks and Responsibilities Reporting to the Head of STEM Education and Outreach Unit of the ESA Education and Knowledge Management Office, coordinate the European Space Education Resource Office ESERO network for the primary and secondary education communities in ESAs Member States, both from the project coordination and scientific education points of view. Tasks include Ensuring the proper transfer of ESA technical and scientific knowhow, properly filtered for educational purposes, to the ESERO network to this end, liaise with ESA scientific and technical experts for fact and information finding Monitoring the opportunities and themes arising from the activities of ESAs space programmes to facilitate, when appropriate and in line with ESAs programmatic priorities, their incorporation into the ESERO activities Monitoring, advising, and providing feedback to the ESERO network on the relevance and suitability of ESERO deliverables from the point of view of their scientifictechnical accuracy facilitating the ESERO access to ESA experts when required Coordinating and monitoring the correct implementation of all ESERO contracts in particular acting as the main contact point for the ESERO Project Managers, followingup on deliverables, reporting and invoicing Organising regular progress meetings with each ESERO Office and related stakeholdersnational partners, as well as annual workshops with all ESERO managers Coordinating the enlargement and evolution of the ESERO network to other Member States in particular supporting dialogue and discussions with national stakeholders, proposals evaluation, contract negotiations and setup phase Maintaining a thorough level of knowledge about all ESERO activities, including awarenessraising, teacher training and classroom support activities in particular participating in events and training courses around Europe In accordance with the demand and opportunities identified by the ESEROs, proposing ways to make ESA content accessible to education providers, in such a way that it can be adapted by them into their own particular delivery mechanisms Coordinating the evaluation of ESERO activities against Key Performance Indicators Ensuring the promotion of ESERO activities through appropriate outreach channels and the compliance of ESERO activities with outreach guidelines Responding to the direct contacts and requests from education stakeholders in ESA Member States. Requirements The Key Person shall have a Master degree, or PhD, in a STEM discipline Science, Technology, Engineering, Mathematics and 4 years experience in the space and education fields, and specific experience in project coordination. Experience in international environments, project management, active STEM teaching and communication Capability of establishing and maintaining high level interfaces within and outside the Agency Autonomy in the execution of tasks and ability to manage hisher workload, identifying priorities and strategic actions ability to cope with pressure, meet deadlines and deliver on time Fluent in English knowledge of another Member State language is an asset Good communication skills, verbal in public and during formal meetings and written ability to work in a team. In the field of resources i.e. financial and manpower for programmeprojects Assisting in the preparation of longterm, medium term and inyear resource plans. Monitoring and controlling the implementation of the plans in line with resource targets, performing forecasting, identifying deviations and related recovery actions, producing related reports. Reviewing checking of ESA internal expenditures such as recharges, support services and purchases for consistency with Costat Completion CAC of industrial contracts. Checking commitments for consistency with budgets and ESAs procedures and consumption of commitment ceiling and initiating related budgetary transfers as required. In the field of procurements and execution of contracts Support to the preparation and followup of the Agencys tender actions. Support to the proposal evaluations as expert for the price and schedule verification and analysis. Support to the preparation of the financial contract commitment and the data entry of the milestone payment plans in the Agencys systems. Contributing to the elaboration, consolidation of related procurement workplans and detailed implementation plans e.g. Contract Action Plan baseline and related commitment consumption, cost and disbursement profiles. Ensuring that above plans are properly inserted in the appropriate management tools. Followingup of the progress of the procurement actions and contracts, and keeping track of status and maintaining the current actual and forecasting in the appropriate ESA tools. Creating related objects in ESAp, maintaining corresponding information in local applications as required and ensuring the correctness and coherence of related information. Monitoring and controlling of timely implementation of actions related to procurement and contractual matters, including monitoring of financial commitments, payment milestones and invoicing. Supporting industrial invoicing process and payment verification and control. In the field of programme industrial return Initiation and coordination of the periodic updating of relevant Industrial Return data base to reflect the current commitments status and the industrial policy forecast for planned activities. Verification of coherence with ESA corporate Industrial Return data. Maintenance of list of specific compensation or improvement measures and followup the implementation. Verification of coherence of proposed procurement actions with the planned industrial return policy targets of the programmeproject, including the compensation measures. Support to programmeproject level risk management. Maintaining up to date the related data, performing data analysis, identifying deviations w.r.t. planstargets and production of associated reports to the responsible management and to the concerned customers when relevant. Operation of the associated management information tools and system databases. Support to the responsible entity in the definition of new and improvement of existing processes and tools and production of related documents. Experience and education Proficient in the English language, both written and spoken, knowledge of another official ESA language is an asset. Experience in controlling andor management of activities and resources in aerospace industry. For some tasks knowledge of FinanceAccounting may be required. Good sense of contacts and communications, ability to interface at appropriate level with relevant actors within and outside of the Directorate. Reliability, rigor and initiative in the execution of the assigned work. Proactive attitude to solving problems, identify priority actions and to handle high workload. Ability to work both autonomously and as part of a team within the boundaries of assigned tasks and stringent schedule. Highly proficient in the use of modern activities and resource management support toolsdatabases of standard office automation support software packages including in particular advance usage of Excel MsOffice and in particular advanced use of Excel. Experience as user of SAP and in particular ECC and SRM modules and familiarity with relevant ESA corporate applications e.g. ESAp is an asset.
