U.S. Rep. Frank Lucas, R-Yukon, is basically a neighbor of the Texas Panhandle since he represents the northwest half of Oklahoma, and he came to Amarillo on Monday to talk agriculture with U.S. Rep. Mac Thornberry, R-Clarendon. Implementation of the new Farm Bill was one topic, especially a new form of crop insurance called Actual Production History, which the USDA has been slow to implement, according to Lucas, especially in the drought-stricken Southwest and California.
