We are looking for a Programme Project Controller M3 to join our Ajilon Technology Aerospace team, working onsite at the European Space Agency in the Netherlands Ajilon Technology Aerospace is a specialized Engineering consultancy with more than 30 years experience providing aerospace Engineers to our key partners in The Netherlands. Ajilon is a longstanding business partner of the European Space Agency ESA, with more than 110 employees recruited from across Europe currently supporting ESAs activities. Specific tasks to be performed The holder of this post will be responsible for Project Control and Administration activities within the Copernicus Space Segment Programme. As such, she will be assigned to and directly support one or more Copernicus projects and will liaise closely with the Copernicus Space Segment Programme Controller and the related services inside and outside the Directorate. The post holder will report hierarchically to the Head of the Copernicus Project Control Section in the Project Control and Management Support Office and functionally to one of the Copernicus Sentinel Project Manager. Typical duties include Preparing, maintaining and reporting on status of the Cost At Completion, including annual cost plans and manpower planning, identifying potential problem areas Monitoring of financial commitments for compliance with budgetary provisions and financial regulations Preparation, administration and monitoring of Copernicus procurement actions Contracts, Purchase Orders, etc. within ESA SAP system esap as well as other tools as required. In particular Preparation of SAP Shopping Carts. Timely managing of all GRNs of the assigned projects. Creation and maintenance of milestone payment plans to ensure the planning is uptodate in esap and in related files as required. Reports on financial status of procurements and internal cost of project as required. Support in maintaining financial or procurement databases such as geographical return and cost plans, actuals and deviations For all management, programmatic and financial related aspects contributing in the preparation of tender and contract change documents supporting in the evaluation of proposals and of the Change Control Review Boards Interfacing with industry on all financial and administrative matters Support the Copernicus Project Control Section in the introduction of new administration procedurestools Assist in the preparation of projects audits Supporting the Project Control and Management Support Office in the efficient utilisation of the corporate SAP solution for all the applicable processes, analysing problems and finding solutions Supporting the Project Control and Management Support Office in coordination with corporate organisation units in designing and producing valuable ManagementReports with respect to the Finref SAP solution. General tasks to be performed General ProgrammeProject Controlling Support to the planning, preparation, execution and followup of projects programmes activities in terms of schedule, related procurement actions, costs including preparation of CaC as relevant, manpower including support, etc. including Assisting in preparing, developing and maintaining programme level plans. Assisting in the definition and in maintaining related workprocurement plans and related execution and contract actions plans using local tools as applicable. Monitoring of the implementation of the programmes and of activities, as appropriate, and preparation of related reports and provision of management information as required. Evaluating the results and main achievements of the programme, elaborating related KPIs, and preparing periodic overview publications. In the field of resources i.e. financial and manpower for programmeprojects Assisting in the preparation of longterm, medium term and inyear resource plans. Monitoring and controlling the implementation of the plans in line with resource targets, performing forecasting, identifying deviations and related recovery actions, producing related reports. Reviewing checking of ESA internal expenditures such as recharges, support services and purchases for consistency with Costat Completion CAC of industrial contracts. Checking commitments for consistency with budgets and ESAs procedures and consumption of commitment ceiling and initiating related budgetary transfers as required. In the field of procurements and execution of contracts Support to the preparation and followup of the Agencys tender actions. Support to the proposal evaluations as expert for the price and schedule verification and analysis. Support to the preparation of the financial contract commitment and the data entry of the milestone payment plans in the Agencys systems. Contributing to the elaboration, consolidation of related procurement workplans and detailed implementation plans e.g. Contract Action Plan baseline and related commitment consumption, cost and disbursement profiles. Ensuring that above plans are properly inserted in the appropriate management tools. Followingup of the progress of the procurement actions and contracts, and keeping track of status and maintaining the current actual and forecasting in the appropriate ESA tools. Creating related objects in ESAp, maintaining corresponding information in local applications as required and ensuring the correctness and coherence of related information. Monitoring and controlling of timely implementation of actions related to procurement and contractual matters, including monitoring of financial commitments, payment milestones and invoicing. Supporting industrial invoicing process and payment verification and control. In the field of programme industrial return Initiation and coordination of the periodic updating of relevant Industrial Return data base to reflect the current commitments status and the industrial policy forecast for planned activities. Verification of coherence with ESA corporate Industrial Return data. Maintenance of list of specific compensation or improvement measures and followup the implementation. Verification of coherence of proposed procurement actions with the planned industrial return policy targets of the programmeproject, including the compensation measures. Support to programmeproject level risk management. Maintaining up to date the related data, performing data analysis, identifying deviations w.r.t. planstargets and production of associated reports to the responsible management and to the concerned customers when relevant. Operation of the associated management information tools and system databases. Support to the responsible entity in the definition of new and improvement of existing processes and tools and production of related documents. To successfully perform the above mentioned tasks, the following background experience is required Applicants should have a university degree master or equivalent qualification in relevant engineering or business administrationcommercial field and at least 4 years of experience in the disciplines related to the tasks described. High level of initiate autonomy, and professional maturity that is required to carry out complex tasks and high level of responsibility. Applicants should have relevant experience in the Administration and Control of projects, in the use of planning and project control tools, and in budget and accounting software and databases. Knowledge of computer systems and informationplanningcoordination tools is essential. Significant Experience with SAP system is an asset. Good knowledge of Excel is expected. Candidates are expected to demonstrate excellent planning and organisation skills, attention to detail and be able to work effectively in a team environment. They must possess good judgment, integrity, ambassadorship and good communications skills. Working language is English. St. Johns-Cathedral Park Sewer Repair Project Update: June 29, 2017

Environmental Services continues to design a project to repair over 15,000 feet, or about 3 miles, of public sewers in the St. Johns and Cathedral Park neighborhoods. Many of the sewer pipes are about 80 years old and deteriorating due to age. This project will protect the public and the environment by reducing the possibility of sewage releases to homes, businesses and streets. Construction is anticipated to begin in early 2018 and take about a year and a half to complete.
