An ordinance amending redevelopment plans for the former Ingersoll Rand property in Phillipsburg was delayed after officials had to insert a requirement for a general development plan. A requirement that the developer submit a general development plan for the entire Ingersoll Rand tract had to be added in to the ordinance, resetting the approval process.
