Illinois environmental agency concerned with rail fuel spill

The Illinois Environmental Protection Agency says Union Pacific Railroad has failed to properly clean up diesel fuel that leaked from one of its trains and is continuing to pollute the Salt Fork River in eastern Illinois. The agency on Friday asked the state's attorney general to compel the railroad to do more to mitigate the May 2 spill near the village of Sidney in Champaign County.

Spain regulator concerned about telecoms competition

(Telecompaper) The president of Spain's communications regulator CNMC has raised fears about the competitive implications of Orange's imminent takeover of Jazztel, which will reduce the number of major operators in Spain to just three: Telefonica, Vodafone and Orange. "Three operators is a troubling number for any competition regulating authority," said Jose Maria Marin at a Senate hearing, according to Europa Press. The result could be an increase in prices and a decline in service quality, said Marin, who went on to add that the existence of numerous operators in Spain had resulted in the offer of "relatively cheap telecommunications packages". The CNMC's president also suggested that competition would only be restored if a fourth major telecoms player were created.

CSX not concerned about new oil train regulations

An emergency order from the Department of Transportation requiring trains carrying crude oil to slow down could have some major effects - including further regulations and involvement from DOT, Congress and even the White House - on the industry, but CSX Corp. doesn't seem overly concerned. In a phone interview with CEO Michael Ward on Wednesday - two days before the emergency order called for trains carrying oil or ethanol to slow down to 40 miles per hour while in congested areas - Ward said that the industry had already agreed to slow trains carrying oil to 40 miles per hour in high-risk areas.
