On the same day the Philadelphia School Reform Commission was told it could not scrap the teachers' contract to save money, the state House speaker urged the commission to approve more charter schools. Twenty seven of the 40 new charter applicants "are doing a bang-up job," Mike Turzai, R-Allegheny, said at a round table meeting Thursday with parents at Mastery Charter School's Shoemaker campus in West Philadelphia.

Phila. police could start arresting UberX drivers

Philadelphia police may arrest UberX drivers, who already face $1,000 civil fines and impoundment of their cars by the Philadelphia Parking Authority, says the president of the police officers' union, who also sits on an advisory committee of the authority. The Parking Authority, which regulates taxis and limousines in the city, has nabbed 11 drivers, issued $1,000 fines to each, and seized their cars as illegal taxis since UberX launched its ride-sharing service in Philadelphia on Oct. 24. None of the 11 was arrested by police.
