US operators ask FCC to stay net neutrality rules

(Telecompaper) USTelecom, AT&T, CenturyLink, CTIA-the Wireless Association and the Wireless Internet Service Providers Association have asked the Federal Communications Commission to stay its action placing broadband internet access service under Title II public utility regulation. The operators and industry associations have already filed lawsuits in an attempt to halt the FCC's new net neutrality rules, which open up broadband service to the same regulation as telephony. They now want the Commission to review the plans to subject broadband providers to Title II common carrier obligations, as well as the newly created internet conduct standard that would allow the FCC to decide what new services carriers could offer. Their petition claims the new rules create "enormous uncertainty" about what kind of services broadband providers can offer, as well as result in new costs and "substantial harm" to operations, especially for small ISPs.

Bands could be allocated without being put out to tender, after the operators have taken over mobile communication assets of Ukrainian operators Ukrtelecom and Kyivstar in the region.

US fibre operators Lightower, Fibertech to merge

(Telecompaper) Lightower Fiber Networks announced an agreement to acquire Fibertech Networks for USD 1.9 billion, creating a major fibre network provider across the eastern US. Fibertech connects mid-size cities in the Eastern and Central regions of the US, while Lightower's network focuses on the Northeast, Mid-Atlantic and Chicago Metro areas. Both operators serve enterprise, government and wholesale customers with a range of Ethernet, dark fibre and co-location services. Lightower's existing financial backers, Berkshire Partners, Pamlico Capital and Abry Partners, will each provide additional equity to support the transaction. The combined company will be led by current Lightower CEO, Rob Shanahan. Pending regulatory approvals, the merger is expected to close in the third quarter.
