MOC Mission Operations Center Controller Luxembourg Betzdorf Your role You will be responsible for the 247 support, management and monitoring of GovSat services, specifically supporting Governmental defence and CivilianInstitutional security communications. You will be expected to take ownership, diagnose and resolve service anomalies in both the RF Payload and IP domains as part of a predefined incident management process. You will also perform routine operational tasks such as spectral policing, trouble ticket management, service reporting and carrier lineup activities. As a member of a multiskilled shift team operating within a purpose built, GovSat Secure Missions Operations Centre, you will also support other GovSat operational systems involved in the service delivery chain. Your responsibilities Maintain services to the highest possible standards, considering primarily service availability and quality through the use of automatic and manual monitoring and analysis systems Provide 247 service support to GovSat customers andor users Rotate shifts on 24hour duty, 7 days per week Ensure spectral policing of GovSat platforms and assets Operate GovSat managed platforms and associated networks global scope with the expectation of working with Network Management Systems NMS from multiples vendors in the IP domain Be accountable for the delivery of industry leading customer service Perform timely and effective troubleshooting and service recovery actions Perform line ups of uplinks as required Provide technical support to customers andor users Create operational reports and statistics as required Ensure the availability and preparedness of GovSat monitoring systems for Data services Liaise with and escalate to Engineering support when required Level 2 Perform other duties as required by management Your profile A Bachelor degree in Engineering Computer Science, or equivalent qualifications andor experience Minimum 2 years of work experience in the Telecommunication Industry Experience in operating satellite platforms, including VSAT and associated systems Good knowledge of satellite communications, architecture and protocols Knowledge of RF Geolocation Understanding of IP networks and acquaintance with platforms and Internet infrastructure Working knowledge of systems and server infrastructure, Carrier Monitoring systems Understanding of the unique demands of working within the Governmental institutional area Strong aptitude for a systems approach to problem solving, and good analytical skills Excellent written and oral communication skills Strong customer and user focus High operational awareness Ability to work both in a team and independently as required you will act as a lone worker during some shifts Selfmotivation, attention to detail, ability to set priorities Flexibility in working time, stress resistance Willingness to foster innovation to develop the working environment Fluency in English, any other languages will be considered as an asset NATOEU Secret clearance are mandatory We offer you A diverse workplace, at GovSat we welcome different minds and different skills. YOUR TASKS Within EUMETSAT the MCAT Mission Control Applications and Tools Team is responsible for the maintenance and evolution of all Satellite and Ground Segment MC applications and tools including MC kernel, MC archive, Flight Dynamics, Mission Planning functions and the MCrelated tools. The tasks of the candidate will be mainly related to software maintenance activities including analysis and fixing of problems, engineering changes, including software requirments specifications and design and technical support of operational users. EngineeringEvolution Tasks Within the scope of engineering of noncorrective maintenance, the following tasks will be performed Participation in detailed design and feasibility analysis for the migration of legacy systems to new platform including analysis of existing system requirements, interface and design documentation. Documentation of the impact on other systems, users and maintenance, including the production of system verification test plans. Generation andor analysis of userdriven and maintenancedriven software requirements, generation of the corresponding engineering change proposals, software design of the technical solutions, following the procurement of the changes with external contractors and verification testing of the changes RoutineCorrective Maintenance Tasks Within the scope of corrective and routine maintenance, the following tasks will be performed Perform corrective maintenance interventions, involving investigations and troubleshooting of raised anomalies AR, testing of software correction and formal verification of application enhancements ECP Update and maintain a set of standard documents with each software delivery reflecting changes and improvements made if any with particular attention to the verification test plan, architectural design, interface control documents, user guides and any other identifiedaffected relevant document Takeover responsibility for routine delivery verification, in particular for coordinating the production of the release note, verification procedures, verification test report and, in overall, support conduction and execution of verification tests Review, update and maintain Operational baseline documentation covered by the maintenance activity Execution and coordination of software verification and nonregression testing campaigns. YOUR PROFILE Essential Requirements In addition to having a university degree or equivalent in a related discipline, the candidate shall have the following skillsexperience. Software Development, Verification Maintenance Experience Proven experience minimum 1 year in the full cycle of development and maintenance of application software, preferably for Mission Control Systems, following formal software engineering processes, including user and system requirements analysis, software requirement engineering, software design, implementation, corrective and evolutive maintenance activities Proven experience minimum 1 year in IVV integration, verification and validation activities, preferably for Mission Control Systems, following formal engineering processes including requirement verification, system and subsystem integration, generation of test plan, nonregression testing, generation of test data, generation of test tools, running the test procedures on the target system, generation of test reports and anomaly tracking. Position Reference 568 You will have the opportunity to be involved in mission planning operations for all missions, both operational and developing, and to deliver services supporting the routine operations of current missions EPS, Sentinel3, MSG and the preparation for routine operations of future missions EPSSG, Sentinel6, MTG. Supporting the Operations Preparation Integrated Team OPIT in the development and procurement of the mission planning application software and any related tools developing missions only. Participating in reviews concerning the mission planning system, interfacing facilities and associated tools, throughout the procurement lifecycle developing missions only Contributing to the definition of any changes to the supplied mission planning application software or to inhouse supporting software that could lead to performance andor ergonomics improvements. Contributing to the process of implementing such changes by raising of engineering change proposals and change requests internally within EUMETSAT. Participating in the installation of the mission planning application software and related tools at EUMETSAT if required. Verifying the installation. Contributing to the operational validation of new versions of the mission planning software, including testing of ARNCR correction, new functionality and nonregression. This may include participating in factory or onsite acceptance testing and related activities at facility and system level. If necessary, creating and executing test procedures to support this activity. Analysing reporting on test results, in particular with respect to requirement verification and validation. Training of personnel in mission planning, oncall and routine scheduling tasks. Performing routine scheduling tasks at the BUCC in support of periodic or emergency activations. Skills and Experience The following skills and experience are mandatory You are fluent in English level C1. You have relevant experience in the field of mission planning operations. You have a University degree or equivalent in a relevant discipline. You have knowledge of the principles of satellite monitoring and control. You have experience in the field of mission planning, gained during the operations andor development of GEO andor LEO satellite systems. You have experience of LEO andor GEO spacecraft operations, preferably gained in an operational control room environment. You have some evidence of software technology skills in programming languages such as Java or similar language, on LINUXUNIX andor MS Windows.
