Observing Programme Office Astronomer

The core mission of the Observing Programme Office OPO, within the Directorate for Science, covers two main aspects the handling of the ESO observing programmes from the preparation and issuing of the Call for Proposal to the organisation of the Observing Programme Committee OPC meeting and the subsequent scheduling of those proposals that were evaluated positively by the OPC. OPO is also responsible for maintaining the observing schedule, for interacting with representatives of the ESO community for the coordination of observing time e.g., Guaranteed Time Observations, Public Surveys, for handling the Director Discretionary Time Proposals and for providing statistics on time demand and allocation to ESO Governing Bodies and to highlevel Officers in the Members States. Main Duties and Responsibilities The Astronomer at the Observing Programmes Office OPO is responsible for supporting the preparation and selection of observing proposals and the scheduling of the selected observing runs for all ESO telescopes. The OPO Astronomer prepares the Call for Observing Proposals for the La Silla Paranal Observatory. Heshe is responsible for the handling of the Phase 1 proposals, and supports users during the Phase 1 proposal preparation and submission phase. Heshe prepares telescope time allocation statistics. Further to this, the OPO Astronomer supports the recruitment of the Observing Programmes Committee and Panel members. Heshe is responsible for fostering strong key relationships and maintaining good communication with the following key stakeholders Internal Office of the Director General, VLT and VLTI Programme Scientists, User Support Department, Paranal Science Operations, SCS Software Engineers, ESO Archive, ESO Council, ESO Scientific Technical Committee, ESO Users Committee. External Principal Investigators, Memberstate institutes, Observing Programmes Committee, highlevel academic or governmental officers in the Member States. As a member of the ESO Astronomy Faculty, the OPO Astronomer is expected and encouraged to conduct a strong personal research programme and to participate actively in the scientific life of ESO. You will support and coordinate observational activities of the NEOCC, with a particular focus on scientific data analysis andor instrumentationrelated activities. Tasks and Activities The scope of work will include Support the testing, integration and commissioning of the Flyeye telescope. In particular review and update documentation, analyse test image data, preparation of test and commissioning plans, participation in factory and site acceptance tests. In cooperation with the Space Debris team, use the two TestBed Telescopes for survey and followup observations. Set up a nearSun survey for the TestBed Telescope 2, which is planned to become operational in Chile in 2020. Remote scheduling the Flyeye telescope and ensure proper data analysis. Oncall support for the Flyeye operations. Preparation and coordination of astrometric observations of NEOs for all collaborating telescopes. Preparation of an observing plan for faint NEOs from the risk list for ESOs Very Large Telescope, coordination with ESO to get the observations done. Perform astrometric measurements when needed. Coordinate with other observing programmes, e.g. of the US, or the EUfunded NEOROCKS activity. Support the preparation of physical properties observations of NEOs, when needed. Support all observationrelated discussions in the Planetary Defence office. Inform the observations manager of any issues. Present observational successes at conferences and workshops. The activities will mostly be done during nominal working hours however, you are expected to do night andor weekend shifts, such as Typically, 4 nights per months are dedicated to the use of ESAs OGS telescope. At least once per month urgent observations require a partial night shift. Part of the Flyeye testing, integration, commissioning andor calibration campaigns will be carried out at night. Oncall service for the Flyeye operations you may be contacted in case of emergency, e.g. you may be required to restart or update the foreseen schedule. Most of the observations are executed remotely. However, you shall also be ready to travel to participate to relevant meetings and observational campaigns if required. Summary A great opportunity for an astronomer, experienced in space observatories and space borne instrument calibration, to work for Telespazio VEGA onsite at ESAC for a fixed term contract role. Objective The scientist will work in the XMMNewton Users Support Group USG supporting the scientific users of the mission, from proposal submission until the analysis of their data for scientific interpretation. Responsibilities Duties The successful candidate may be involved in any of the following tasks Supporting the Observing Time Allocation Committee OTAC, performing technical reviewing of incoming observation proposals. Optimising the observations of accepted proposals, assisting astronomers in the setup of instruments to carry out desired observations, and ensure the safety of the instruments. Maintaining user support documentation, and helpdesk service. Longterm mission planning, ensuring that all high priority observations are performed. Maintenance and regularly updating a long term observing plan including arranging coordinated observations with other observatories Overseeing the scheduling process, and the scheduling of Targets of Opportunity, supporting, or replacing, the scientific scheduler. In case of special astronomical events the schedule of observations may have to be changed at short notice. Therefore one community support scientist must always be contactable, including outside normal office hours, through an oncall service rota basis. Calibrating and monitoring scientific instruments. Participating in activities related to the systematic processing of all scientific mission data, in order to produce highlevel products for direct use by the scientific community. Providing user requirements for the Science Archive, checking their implementation, monitoring and improving performance and use by the community and interacting with the Scientific Archives Team at ESAC. Performing scientific research using available scientific tools where time allows, and as determined by ESA line management. Qualifications Experience Ph.D. or equivalent in astrophysics, physics or mathematics or related field, in the later cases with an astrophysical orientation. Essential Skills A background in Astronomical research, preferably in Xray astronomy Good command of commonly used astronomical software, including IDL. Experience with Xray specific software tools XMM SAS, XSPEC or FTOOLS. Knowledge of the XMMNewton instruments Comfortable using computers and modern operating systems, possibly having developed small software programs to support routine tasks.
