For more information, visit httpwww.sesgs.com Security Clearance Eligible to obtain a US Government Secret Security Clearance Contracts Specialist United States Reston, Virginia Context The Contract Specialist is responsible for the cradle to grave management of all assigned US Government contract requirements and financial deliverables. Responsible for ensuring compliance with all US government regulations, contract review procedures as well as supporting the vendor management processes. Supports the review and submittal of government proposals controls customer factfinding and audit activities negotiates complex contracts administers governmentcommercial contracts and other agreements and interactssupports other business departments. The Contract Specialist must have experience with the management of US Government Contracts and have expert knowledge of FAR regulations. ExperienceQualifications Bachelors Degree in Business AdministrationAccounting and a minimum of four 4 years work experience in the administration of US Government Contracts Knowledge of US Government contracting laws, rules, and regulations, specifically, Federal Acquisition Regulations FAR and commercial contracting Project management and organizational skills are critical in this role Ability to manage multiple transactions while processing a high volume of work in a timelyaccurate manner with attention to detail, and little oversight Experience in a related work environment such as a fastpaced legal department Must demonstrate effective time management and organizational skills Exceptional knowledge of all phases of federal acquisition management Experience with due diligence, award negotiations, procurement, compliance auditing and contract closeout Ability to recognize, interpret and apply regulations to resolve contract issues Ability to read and respond to Government solicitations and contracts, understand and recommend risk mitigation measures on scopes of work, bids, and with respect to Organizational Conflict of Interest Experienced with the administration of a variety of contracts, including GSA Schedules, Blanket Purchase Agreements, Firm Fixed Price, Time and Materials Excellent oral, written communication and diplomatic skills Proficiency in using Microsoft Office SAP and Deltek experience preferred Essential Job Functions Reviews U.S. Federal Government RFPs and help develop proposal responses, participates in proposal strategy sessions, contributes to and reviews proposal technical and business narratives, prepares small business plans, Reps Certs, and other contractual documents required for proposal submission Provides experienced and knowledgeable administration support of government and defense contractor resellers contracts. This includes activities related to the whole life cycle of the contracttask order and subcontract, from the initial proposal phase, through awardcontract performance, and close out Responsible for management of all contract requirements, including the subcontracting reporting functions, the financial deliverables, and the training of and coordination with project management staff in the day to day functions of the contract to ensure contract compliance and performance, including coordination with other departments Prepares, submits and maintains all necessary contract approval requests, invoice requests and ensure all deliverables and reports are submitted in a timely fashion Maintains working relationships with Company program personnel and other departments in order to be cognizant of all project operations under the contract and to implement appropriate actions on behalf of the contract function Maintains relationships with US Government contract officers andor contractsubcontract managers as key point of contacts for assigned contracts to ensure mutual understanding of terms, deliverables and expectations Generates and negotiates supporting contractual documents, such as nondisclosure agreements and teaming agreements Establishes master service agreements with contractor resellers and works with legal in the negotiating of each defense contractor resellers terms and conditions Oversees the preparation of official contract and proposal files Performs lead contractual role in the preparation of proposals as assigned including special terms, conditions and assumptions Advises proposalprogram managers on content and format of proposals reviews basis of cost estimates developed by technical and program staff for reasonableness uses internal pricing system to prepare cost proposal documents in compliance with internal procedures and customer requirements Administers postproposal activities audits, factfinding and contract negotiation Establishes and maintains excellent internal and external customer relations at all levels of the organization, acting as liaison with customers buying official for all proposal or contract matters, communicating status of open contract matters frequently with program managers, technical staff, and Vice President, Contracts Contributes to development of contract administration may act as backup for VP, Contracting, during short absences SES GS and its Affiliated Companies are committed to hiring and retaining a diverse workforce.
