Argentina, the world's third-largest soybean producer, plans to bar grain handlers from collecting royalties after the harvest on behalf of seed developers such as Monsanto, according to an agriculture ministry official who asked not to be named because of ministry policy. The government's planned decree comes as farmers conclude their first growing season using Monsanto's Intacta soy, developed for the South American market to combat insects and withstand Roundup weedkiller.
