Directorate of Procurement, Financial Operations and Legal Affairs The European Space Agency is an equal opportunity employer and encourages applications from women POST Contracts Officer in the Procurement Department, Directorate of Procurement, Financial Operations and Legal Affairs. This post is for a limited duration of two years and is classified in the A2A4 grade band of the Coordinated Organisations salary scale. LOCATION ESTEC, Noordwijk The Netherlands. DUTIES The postholder will report to the Head of Procurement Service concerned and will have the following duties preparing requests for offersinvitations to tender participating in the evaluation of offers and tenders preparing and negotiating the resulting contracts participating in the monitoring of the execution of the contracts dealing with administrative, contractual, legal and industrial problems arising from the procurements concerned. The incumbent will have to keep close liaison with the Initiating Services, technically responsible for the projects with which they are concerned, and advise them in all Procurement related matters. QUALIFICATIONS Applicants for this post should have a university degree or equivalent qualification preferably in Law or Economics and experience in contract matters, gained either in industry or public administration. Candidates should be skilled for the formulation of contractuallegal documents and in negotiations, as well as be able to understand issues of technical and management nature. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset. The ability to understand and formulate contractuallegal texts in both languages is particularly important for these posts. The Agency may require applicants to undergo selection tests. Under ESA Regulations, the age limit for recruitment is 55. Priority will be first given to internal candidates and secondly to external candidates from underrepresented member states. In accordance with the European Space Agencys security procedures and as part of the selection process, successful candidates will be required to undergo basic screening before appointment.
