Copernicus UMarf and EO Portal maintenance Engineer Location Darsmtadt, Germany EUMETSAT is Europes meteorological satellite agency. Its role is to establish and operate meteorological satellites to monitor the weather and climate from space 24 hours a day, 365 days a year. This information is supplied to the National Meteorological Services of the organisations Member and Cooperating States in Europe, as well as other users worldwide. EUMETSAT will also operate on behalf of the European Union Copernicus satellites and instruments Sentinel3, Sentinel4, Sentinel5 and Sentinel6 to provide data and support services to the Copernicus marine, atmospheric composition and climate change monitoring information services and to Copernicus users. As an intergovernmental European Organisation, EUMETSAT has 30 Member States Austria, Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Luxembourg, The Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey and the United Kingdom. Duration of Initial Contract The initial contract will be of 4 years duration. The appointment may be extended, subject to programme requirements and individual performance. Subsequent contracts may have a maximum duration of 5 years at each review. Please note that appointment is subject to the signature of the Copernicus Delegation Agreement between EUMETSAT and the European Commission, foreseen in 2014. Background Within the Data Services Team of the Generic Systems and Infrastructure Division GSI, the Copernicus UMarf and EO Portal Maintenance Engineer is responsible for the development, implementation and maintenance of the EUMETSAT Copernicus operational Long Term Archive services, software, functions and facilities, with initial focus on the Sentinel3 mission. The functions of the Long Term Archive include metadata extraction, cataloguing and archiving of Satellite data and products, while also supporting search, retrieval and delivery of those to external and internal end users. Duties The main duties of the post will be to Ensure the continued availability of all Long Term Archive services to Copernicus system operations and users. This includes the management of the related service and maintenance contracts and the close coordination of maintenance activities with the responsible operations engineers Provide design solutions and implementations in response to the evolving Copernicus requirements, with the goal of maximizing synergy between the operational evolution needs and the obsolescence upgrades Contribute to the midterm evolution planning and management of relevant projects, in relation to agreed Copernicus evolutions Perform software maintenance for Long Term Archive Services applications and all related functions Initiate and followup of relevant procurements, such as hardware, software and maintenance services Be responsible for the maintenance of the baseline documentation of the related services, functions and SW applications Provide support to configuration management and quality control activities. Qualifications University degree or equivalent in a relevant discipline. Skills and Experience Proven handson experience in developing andor maintaining medium to large scale systems used in an operational environment, preferably related to highavailability 247 applications, is required Knowledge and experience in the following fields are mandatory Hierarchical Storage Management Systems i.e., SAMFS Open Archive Information System OAIS Web Services, user interfaces, solutions and technologies i.e. SOAP, REST, XML Management of software, service and maintenance contracts Integration and test of complex software systems Object oriented programming languages such as Java andor C Unix Computer operating systems Computer and network architectures, TCPIP Relational databases Configuration control of operational systems and software development environments Experience in longterm maintainability, system requirements engineering, analysis and handson experience in migrating applications and software systems to new technologies and computer platforms are desirable Experience in relevant industrial standards such as OGC and ISO, meteorological data representation and visualization are a distinct advantage. The official languages of EUMETSAT are English and French. Candidates must be able to work effectively in English and have a working knowledge of French. The minimum basic salary for this post is EURO 5,180 per month net of internal tax which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
