We are looking for a Future Programmes Officer E3 to join our Modis Aerospace team, working onsite at the European Space Agency in Harwell, United Kingdom. Specific tasks to be performed The incumbent will assist in providing strategic guidance to the Directorates business development activities in preparation of future marketoriented programme proposal. This will be done in a new unit under formalisation, called Strategy, Programme and Transformation Office. Shehe will also aid the Head of Office with various tasks for the Director related to strategic topics As such, the incumbent will be involved in and support the following activities Provide technical, financial and business plan analysis of market opportunities, evaluate potential ARTES programme action and make recommendations with the objective of ensuring long term growth of ARTES and related ESA programmes in a commercial setting, including in institutional markets and in the digital economy beyond space. Ensure close cooperation across the Directorate for the creation of future strategic programme lines, next generation telecom space systems and innovative financing solutions. Support the initiation of new TIA programme proposals. Coordinate the contributions of the Directorate to the Agencys transversal activities. Participate to the elaboration of documents of strategic nature and of coordinated programme proposals in collaboration with other Directorates. Support the relationship and the negotiations of agreements with European Union, national institutions and industry. Contribute to the market intelligence and strategic communications activities of the Office. Provide unbiased programmatic expertise on ongoing and planned activities. Regular travel to ESA HQ Paris FR are expected General tasks to be performed Assessing the business environment evolution for satcom, terrestrial telecom and space and potential impact to the satcom key stakeholders Identifying and justifying selected business partners to focus on as a combination of demandpartner pull and technoindustry push using key criteria of relevance and impact for industry competitiveness and introduction of innovation Analysing opportunities with the selected business partners, in some of the focus areas identified in business exploration 5G, satellite constellations, artificial intelligence. The analysis must be based on structured action plans and result in justified roadmaps leading to further business consolidation actions Assess business, technological and operational requirements of SatCom networks including 5G and beyond space and groundsegments and their integration with terrestrial wired and wireless networks in an endtoend system context, with the aim of attracting and acquiring new partners Prepare action plans and development of roadmaps in close cooperation with relevant stakeholders e.g. SatCom and terrestrial industry in order to foster the use of innovative SatCom solutions including 5G Promote the use of satellite in 5G and attract stakeholders to collaborate with ESA in implementing and demonstrating integrated endtoend 5G systems and services Promote the use of Artificial Intelligence in satellite systems and attract relevant stakeholders to collaborate with ESA in implementing and demonstrating AI based satcom systems Monitoring and assessing the need and commercial potential for future satellite telecommunication missions and systems Analysis, definition, initiation and management of industrial activities associated to new projects in the telecommunication satellite system domain Definition of all the elements endtoend associated to the missionsystem architecture of new telecommunication satellite projectssystems Perform tradeoffs between different conceptstechnologies to optimize the endtoend system. Due to the distributed and heterogeneous nature of the preparation of Future Projects, the consultant will also be expected to communicate with the different groups involved in the preparation of new projects. This includes experts throughout ESA sites, manufacturing industry counterparts and satellite operators and service providers. To this extend, the contractor shall participate in working groups and meetings, such as Preparatory working groups to identifydefine new opportunities Exploratory meetings with potential industrial companies and with prospective partners Review meetings preparatory phases phase 0 and A. To successfully perform the above mentioned tasks, the following background experience is required Masters Degree in Engineering or physics or equivalent qualification Business or marketing degree MBA or other relevant qualification Expertise in and knowledge of business development in the European and international commercial space sector, including in institutional markets, andor digital economy. Experience in change processes by adoption of new processes, opportunity management, investment schemes. Familiar with driving strategic engagement through international business partnerships between space, telecom or media and vertical markets e.g. transport, energy, health, government, security. Broader business thinking, relationship management, ambassadorship, innovation and creativity. Relationship management, winning heart and minds, and teamwork will be essential for this post. Significant experience in business development in a senior position in the space sector or in the digital economy is required. Significant demonstrated industrial experience in satellite telecommunication systems or cellular telecommunication systems, or other relevant technical fileds e.g. AI Significant demonstrated design, including substantial experience in satellite payload, platform or telecommunication end toend system engineering Excellent organisation and communications skills Technical excellence Ability to interact at top management levels with potential new business partners Resourcefulness Selfmotivation Ability to document their work and to produce high quality documents Willingness to travel, when required Fluent in English knowledge of another ESA memberstate language is an asset. In addition Ability to obtain a personal security clearance might be required It is expected that the support will be provided predominantly onsite at ECSAT Harwell UK, an initial training period in ESTEC, Noordwijk NL of maximum 3 months might however be required Regular travel for the purpose of supporting meetings and reviews at Industry premises and to ESTEC in particular shall be undertaken as required About ESA ECSAT The European Centre for Space Applications and Telecommunications ECSAT is ESAs new facility in the United Kingdom. It is based at the Harwell Science, Innovation and Business Campus in Oxfordshire. ECSAT is the most recent addition to ESAs operational sites across Europe. First opened in 2009, ECSAT will be developed by ESA following agreements reached between the UK and ESA in November 2012.
