JOB DESCRIPTION Consultancy services to support the operations, the engineering and the science to be undertaken as part of the Copernicus Sentinel3 routine operations. The operational, technical and scientific activities will be conducted under the responsibility of the EUMETSAT Copernicus Sentinel3 Operations Team within the EUMETSAT Operations and User Support Department with the support of the EUMETSAT Technical and Scientific Support Department. The Consultancy Services Framework provides a mechanism for EUMETSAT to call for consultancy services to support the activities in the operations of the Sentinel3 mission. Sentinel3 is a Low Earth Orbiting mission to support services relating to the marine and global land environment, with capability to serve further atmospheric and cryosphericbased application areas. The objectives of the Sentinel3 mission encompass the commitment to consistent, longterm collection of remotely sensed marine and land data, of uniform quality, for operational ocean state analysis, forecasting and service provision, in the context of the Copernicus Services as set up by the European Commission. Responsibilities Duties Tasks The tasks of the consultant shall be carried out at the EUMETSAT Headquarters in Darmstadt, but travel within Europe may be required for certain tasks. Fluency in English is mandatory this is the working language at EUMETSAT, and the consultant must be able to work effectively in this language. The consultant shall have the experience and capability to fulfil the assigned tasks with a minimum level of supervision. The support will involve crossdivisional interactions and interface with experts in various disciplines e.g. system engineering, instruments, operations, science. Data Processing System L0 to L2, FEP Engineer The Data Processing System engineers L0 to L2, DFEP, online QC, Aux. Data Coordination, Mission Performance Monitoring and relevant Statistics and Reporting shall support the Sentinel3 Operations with respect to EUMETSATs Marine Payload Data Ground Segment PDGS maintenance in particular anomaly correction and software release process and necessary evolutions, including the necessary coordination of the data processing systems engineering for the related interfaces with the rest of the Sentinel3 ground segment. Adequate to the requested category N years experience in maintaining and engineering of evolutions of large scale software systems missioninstrument data processing related. Knowledge and experience is required in software development lifecycles Use of and application programming of relational database systems in particular ORACLE, INFORMIX, PostgreSQL and MySQL CCJava programming language experience in a UNIXLinux based environment Knowledge of Scripting languages Python, Perl, TclTk, shell Experience with the programming and usage of IDL Experience with CCSDS and TCPIP protocols Knowledge of XML and related technologies XPATH, SVG, etc. Ground Segment System Engineer The Ground Segment System Engineers shall support the Sentinel3 Operations with respect to EUMETSATs S3 Ground Segment maintenance and necessary evolutions, including the necessary coordination with the other S3 Ground Segments and Core Ground Stations at architectural and system engineering level and also for the related interfaces between those ground segment and within the EUMETSATs Sentinel3 ground segment. The consultant should have the following background Adequate to the requested category N years experience in system engineering for the development or major upgrades including support to operations and maintenance of EO related ground segments or main components of them based on large scale software systems is required. Knowledge and experience is required in ECSS, ISO, Software development related Ground System engineering processes and standards. Good knowledge of at least 2 of the following and an overview of the others Networking Communications, Ground Stations, Near RealTime Data Processing, Monitoring and control of satellites, Monitoring and control of ground systems Experience in Ground Segment I,VV Definition, management and traceability of requirements structure with the support of dedicated tools e.g. DOORS Products Formats and Test Data Test Tools Engineer The Products Formats and Test Data Test Tools engineer shall support the Sentinel3 Operations with respect to EUMETSATs Marine Payload Data Ground Segment PDGS in particular anomaly correction and software release process maintenance and necessary evolutions, including the necessary coordination with the data processing systems engineering and the MMEs engineers for the related interfaces with the rest of the Sentinel3 ground segment. The consultant should have the following background 5 years of experience in testing and maintaining product formats and formatters, test data and tests tools for large scale software systems missioninstrument data processing related. Experience in engineering evolutions of such SW, test data and tools is also required. Knowledge and experience is required in software development lifecycles, system testing for EO systems and use of test data and tools for supporting this,formats and associated formatters used in EO Marine applications, e.g. netCDF and also used in other communities like HDF, BUFR and GRIB, Good knowledge of CCJava programming language experience in a UNIXLinux based environment Knowledge of Scripting languages Python, Perl, TclTk, shell Knowledge of XML and related technologies XPATH, SVG, etc.. Dissemination Engineer The Dissemination Engineer shall provide support to the development and maintenance of the Data Services systems, with special focus on the Sentinel3 Data Dissemination Services. The duties range from gathering requirements, design, implementation, testing, and configuration of EUMETSAT developed dissemination software and related commercial off the shelf software COTS throughout the entire software life cycle including review of similar software. The consultant should have the following background A minimum of 5 year experience in the following mandatory areas Provision of first line maintenance support for operational systems, Operations and maintenance of data disseminationdistributiontransfer systems in a 247 operational environment. Software development, verificationvalidation and maintenance, using a formal life cycle Software Engineering with extensive experience in designing and developing software components and applications in the Java and CC programming language under Unix Linux, AIX, Sun Solaris using Object Oriented OO approach. Ground Segment Engineer The Ground Segment Engineer GSE shall support the development and maintenance of the S3 ground segment by providing support to the AIV activities during the integration of the S3 ground Segment and by coordinating the verification of the new systems and its interfaces into the Operational infrastructure. The GSE shall also maintain an uptodate set of design documents and Interface Control Documents for the operational systems and shall perform technical analysis of system architecture and specification for evolutions or major upgrades of the S3 ground segment. A minimum of 5 years experience in the following areas Development and maintenance of complex operational ground systems, preferably in the area of 247 operational remote sensing satellites Experience of ground segments which are designed and developed taking advantage by the reuse of existing generic infrastructure and functional elements System and Interfaces Engineering AIT experience for the development of major upgrades new ground systems in a 247 operational environment. Good knowledge of at least 2 of the following domains and an overview of the others will also be a distinct advantage Networking Communications Satellite Monitoring and Control systems Data dissemination and archiving Near RealTime Data Processing WHAT DO WE OFFER?
