The Head of Administration reports to the Agencys Executive Director. As member of the Management Team, the successful candidate will be asked to contribute to the orientation of the Agency as a whole and to the elaboration and implementation of its strategy. Heshe will be responsible for providing optimal support to the other GSA departments and clear leadership to the support departments, with an emphasis on resources development, cost effectiveness, efficiency and sound management. The main tasks and responsibilities will include, in principle coordinating and managing the activities of support departments in areas of finance, procurement, legal affairs, human resources, information technology, logistics, quality and internal control in line with the GSAs vision and with the priorities set out in the work programmes supervising the accounting function ensuring effective management and development of the GSAs resources and assets ensure a strategic and competencybased human resources management ensure an Agencywide sound financial management guaranteeing a functional and safe working environment for the GSA staff supervising the ICT and Logistics in support of the requirements of the GSA work programme leading the effective and efficient implementation of GSAs quality and internal control framework overseeing the regularity and compliance of all GSA activities with sound and strict financial procedures notably through effective implementation of appropriate internal control standards supporting the agencys risk identification and risk management by assessment and in some instances management of legal and other nonfinancial risks contributing to the annual and multiannual programming cycle of the GSA annual work programme, multiannual staff establishment plan, budgets safeguarding a culture of consistent compliance with rules a regulations as well as ethical behaviour coordinating with other Heads of Department and ensuring smooth cooperation between departments on issues within hisher competences maintaining and further developing a culture of customer service liaising with the GSAs members and stakeholders with regard to the areas under herhis responsibility liaising with the relevant EU Institutions European Commission, European Court of Auditors, budgetary authority, etc. reporting, informing and or briefing the Executive Director on policy developments, on the outcome of consultation and on coordination with other departments providing advice to the Executive Director. A. Eligibility criteria The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application A level of education which corresponds to completed university studies1 attested by a diploma when the normal period of university education is four years or more, OR A level of education which corresponds to completed university studies attested by a diploma and at least one year of appropriate professional experience when the normal period of university education is three years In addition to the above, appropriate professional experience2 of at least twelve years 3. Be a national of a Member State of the European Union or Norway 4. Be entitled to his or her full rights as citizen 5. Have fulfilled any obligations imposed by the applicable laws concerning military service 6. Meet the character requirements for the duties involved3 7. Have a thorough knowledge of one of the languages of the European Union4 and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of hisher duties5and Be physically fit to perform the duties linked to the post 1Only study titles that have been awarded in EU Member States or that are subject to the equivalence certificates issued by the authorities in the said Member States shall be taken into consideration. 2Only appropriate professional experience acquired after achieving the minimum qualification stated in A.1 shall be considered. Where additional periods of training and study are accompanied by periods of professional activity, only the latter shall be considered as professional experience. Compulsory military service or equivalent civilian service accomplished after achieving the minimum qualification stated in A.1. shall be taken into consideration. Internships will be taken into consideration if they are paid. Professional activities pursued parttime shall be calculated pro rata, on the basis of the percentage of fulltime hours worked. A given period may be counted only once. 3Prior to the appointment, the successful candidate will be asked to provide a Police certificate confirming the absence of any criminal record. 4The languages of the EU are Bulgarian, Croatian, Czech, Danish, Dutch, English, Estonian, Finnish, French, Irish, German, Greek, Hungarian, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovene, Spanish, Swedish. 5Corresponding to level B.2 of the Common European Framework of Reference for languages CEFR. A. Selection criteria All eligible applications, according to the aforementioned criteria part A, will be assessed against the requirements listed below. Please note that noncompliance with at least one of the Essential requirements B.1 will result in the exclusion of the candidate from the selection process. Advantageous requirements B.2 constitute additional assets and will not result in exclusion, if not fulfilled. 1 Essential qualifications and experience i. University degree in Business Administration, Economics, Law, Engineering or in another area relevant to the job ii. Indepth knowledge and successful experience in the areas of administration as described under tasks and responsibilities iii. At least 5 years of proven work experience in managing teams iv. Professional experience in working in a multicultural, international and multidisciplinary environment, preferably in a European Institution, Agency or body v. Excellent command of both written and spoken English. 2 Advantageous qualifications and experience vi. Knowledge by training or experience of the institutional framework and functioning of the EU vii. Understanding of GSA core activities. 3 Behavioural competences viii. Motivation open and positive attitude ix. Leadership and people management skills x. Managerial, planning and organisational skills xi. Selfcontrol under pressure in demanding situations and ability to handle many simultaneous tasks xii. Excellent communication and negotiation skills xiii. Interpersonal skills and ability to build trust through operating with transparency and creating an open and positive environment xiv. High sense of discretion and confidentiality. SELECTION PROCEDURE The selection procedure includes the following steps After registration, each application will be checked in order to verify that it meets the eligibility criteria. All eligible applications will be evaluated by a Selection Board based on the selection criteria defined in this vacancy notice. The bestqualified candidates, those who obtained the highest number of points within the evaluation, will be shortlisted for an interview. The minimum threshold is 65 of the total points. During the interview, the Selection Board will examine each candidates profile and will assess their relevancy for this post. In order to support the evaluation via interview, shortlisted candidates may be required to undergo written tests relevant to the job content the minimum threshold for this test is 50 of the total points allocated for it and to complete part of the process in their second EU language. Candidates will be requested to bring with them on the day of the interview photocopies of all the supporting documents for their educational qualifications and employment necessary to prove that they meet the eligibility criteria. GSA has the right to disqualify applicants who fails to submit all the required documents. Candidates selected on the basis of the outcome of GSA interview may be invited to an assessment centre, run by external consultants. As a result of the interviews, the Selection Board will recommend the most suitable candidates for this post to be placed on a reserve list. The minimum threshold to be placed on the reserve list is 65 of the total points. This list may also be used for recruitment of a similar post depending on the Agencys needs. Inclusion on the reserve list does not guarantee recruitment. The reserve list will be presented to the Appointing Authority who may decide to convene a second interview and ultimately will appoint the successful candidate to the post.
