DESCRIPTION The European GNSS Agency GSA is responsible for the operations and service provision for the European Global Navigation Satellite Systems GNSS EGNOS and Galileo. By developing a new generation of GNSS, Europe is laying the foundation for new hightechnology industry development, leading to job creation and economic growth. As member of the Management Team, the successful candidate will be asked to contribute to the orientation of the Agency as a whole and to the elaboration and implementation of its strategy. Heshe will be responsible for providing optimal support to the other GSA departments and clear leadership to the support departments, with an emphasis on resources development, cost effectiveness, efficiency and sound management. The main tasks and responsibilities will in principle include without limitation Coordinating and managing the activities of support departments in the areas of finance, procurement, legal affairs, human resources, information technology and logistics in line with the GSAs vision and with the priorities set out in the work programmes Supervising the accounting function Ensuring effective management and development of the GSAs resources and assets Ensuring a strategic and competencybased human resources management Ensuring an Agencywide sound financial management Guaranteeing a functional and safe working environment for the GSA staff Supervising the information technology and logistics in support of the requirements of the GSA work programme Overseeing the regularity and compliance of all GSA activities with sound and strict financial procedures notably through effective implementation of appropriate internal control standards Supporting the agencys risk identification and risk management by assessment and in some instances management of legal and other nonfinancial risks Contributing to the annual and multiannual programming cycle of the GSA annual work programme, multiannual staff establishment plan, budgets QUALIFICATIONS AND OTHER REQUIREMENTS A level of education which corresponds to completed university studies1 attested by a diploma when the normal period of university education is four years or more OR A level of education which corresponds to completed university studies attested by a diploma and at least one year of appropriate professional experience when the normal period of university education is three years In addition to the above, appropriate professional experience2 of at least fifteen years Be a national of a Member State of the European Union or Norway Be entitled to his or her full rights as citizen Have fulfilled any obligations imposed by the applicable laws concerning military service Meet the character requirements for the duties involved3 Have a thorough knowledge of one of the languages of the European Union4 and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of hisher duties Be physically fit to perform the duties linked to the post5 SELECTION CRITERIA 1 Essential requirements Proven professional experience directly relevant to this position Extensive knowledge and experience in one or more of the areas heshe will be required to manage, namely financebudgeting, procurement, legal affairs, human resources, information technology and logistics At least five years of experience in managing teams Professional experience in working in a multicultural, international and multidisciplinary environment, preferably in a European Institution, Agency or body Excellent command of both written and spoken English 2 Advantageous requirements Knowledge by training or experience of the regulatory framework governing EU institutions and agencies Understanding of GSA activities 3 Behavioural competencies Motivation Excellent communication and negotiation skills Leadership and people management skills Ability to manage stress, to prioritise and to take appropriate and timely decisions Interpersonal skills and serviceoriented approach High sense of discretion and confidentiality 1 Only study titles that have been awarded in EU Member States or that are subject to the equivalence certificates issued by the authorities in the said Member States shall be taken into consideration. 2 Only appropriate professional experience acquired after achieving the minimum qualification stated in A.1 shall be considered. Where additional periods of training and study are accompanied by periods of professional activity, only the latter shall be considered as professional experience. Compulsory military service or equivalent civilian service accomplished after achieving the minimum qualification stated in A.1. Shall be taken into consideration. Internships will be taken into consideration if they are paid. Professional activities pursued parttime shall be calculated pro rata, on the basis of the percentage of fulltime hours worked. A given period may be counted only once. 3 Prior to the appointment, the successful candidate will be asked to provide a Police certificate confirming the absence of any criminal record. 4 The languages of the EU are Bulgarian, Croatian, Czech, Danish, Dutch, English, Estonian, Finnish, French, Irish, German, Greek, Hungarian, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovene, Spanish, and Swedish. 5 Before a successful candidate can be appointed, she will be medically examined by a selected medical service so that the Agency will be satisfied that she fulfils the requirement of Article 28e of the Staff Regulation of Officials of the European Union.
