PBS: A new U.N. report on climate change released Sunday warns that humans have made little progress on environmental issues in recent years. Despite efforts by some countries to decrease carbon emission levels, massive new policy changes are going to be needed, said Dr. David Victor, who co-wrote the third installment of the Intergovernmental Panel on Climate Changes (IPCC) report.
