The procedure for obtaining a personnel security clearance shall be initiated on request of the employer only, and not by the individual candidate. GSA Security Department GALILEO is the European Unions future autonomous Global Navigation Satellite System GNSS which will be interoperable with other existing GNSS systems, in particular the United States Global Positioning System GPS. The main services that have already been specified for GALILEO are the following Open Service OS shall provide position and timing signals, free of user charge. Performance will be competitive with, but complementary to, GPS to enable dual constellation usage. Public Regulated Service PRS. This service provides position and timing to specific governmentdesignated users requiring a high continuity of service. Access to this service will be controlled with encryption of the space signals and usage of approved receivers that have the signal decryption keys. Search and Rescue Services SAR. Galileo will improve the time to detection and the accuracy of location of distress beacons over the current Search and Rescue services provided by COSPASSARSAT. It will also provide an acknowledgement to the user of receipt of the distress message. The Security Department proactively contributes to the fulfilment of the European GNSS Agencys mission, particularly regarding all matters related to the security accreditation of the European GNSS systems and user segment, and to the preparation of the PRS User Segment. Among others, the Security Department is responsible for the following tasks Galileo Security Accreditation According to decision 2010912 Art 11.1, the Security Accreditation Board SAB is the European GNSS Security Accreditation Authority SAA, and is responsible, supported by Agency resources, for ensuring the successful completion of the security accreditation activities related to the Galileo programme following the incremental development process foreseen for the In Orbit Validation IOV and Full Operational Capability FOC phases. PRS Pilot projects and PRS User Segment activitiesincluding, among others Support Research and Development on PRS Receivers and Security Modules technologies to enable the development of Low cost and unclassified PRS receivers when keyed, with an appropriate European industrialization capacity, during the period 20162020 Preparation of calls for tenders, selection, negotiation, award as well as support to project and technical management of contracts related to the implementation of the PRS Pilot Project, for validating PRS operational and user functions and accelerating preparatory activities in Member States. The overall objective of the PRS Pilot Project is to perform, within a single framework, an optimised significant scale preoperational validation of the PRS user functions, including testing of the overall PRS security framework Work on the PRS user segment, by performing market research in various application areas e.g. homeland security, emergency services, critical infrastructure and defence. This will allow the market potential of PRS to be evaluated and will be of inestimable value in identifying the most effective market entry approach Provide expertise and support to the GNSS Security Board and associated Working Groups, especially regarding the definition of guidelines and rules for the management of PRS in EU Member States and the definition and implementation of the PRS implementation plan. TASKS AND RESPONSIBILITIES The PRS Technical Officer will report to the Head of Security Department, aiming at the fulfilment of the Authoritys duties on the safety and the security of the systems and the security of the European Union or its Member States, particularly regarding all matters related to the Public Regulated Service. Heshe will be under the guidance of the PRS Officer and shall carry out the tasks that will be assigned to himher, in particular regarding the implementation of the PRS users segment with main focus on the following areas 1. PRS Receiver Security Architecture and related Technologies a Technical support to the preparation of RD Calls and contracts on PRS Receivers and Security Technologies b Act as Project or Technical Officer of internal or delegated contracts and studies on PRS and related security and engineering activities in support to the development of the PRS user segment c Support in the definition and implementation of a global PRS User Segment Technological Roadmap identifying key research areas for PRS technologies, in support to the preparation of the PRS exploitation phase d Contribution to the preparation of PRS user segment receivers, security modules security accreditation. 2. PRS Access policy implementation a Contribution to the preparation, development and implementation of PRS Pilot and Enabling Projects for the promotion of applications and services in the satellite navigation market for the governmental applications, including preparation of PRS use and validation of the PRS users functions b Support to the Commission on GNSS Security Board and associated working groups, including among others the contribution to the definition, maintenance and update of the Common Minimum Standards and guidelines for the implementation of PRS management rules in the Member States c Support to the maintenance of PRS Pilot framework documents, including a PRS Pilot development plan d Participation to the maintenance of market analysis of Professional Mobile Radio and GNSS governmental applications in coordination with the Agencys Market Development department e Support to the development of EU policies regarding the use of PRS for critical applications f Contribute to the maintenance and update of the PRS user segment baseline documentation. 3. Technical Expertise a Support to the definition of specifications and instructions for manufacturing PRS receivers, in accordance with the policy of access to PRS defined by the Council b Technical support of PRS Pilot contracts c Technical support to PRS participant activities including Commission, other Union Agencies and International institutions, Member States Competent PRS authorities as may be required according to the PRS Decision 11042011EU d Security expertise for the coordination of Member States actions in respect of the frequencies necessary to ensure the operation of the Galileo system in coordination with other GNSS, with active participation to the WGCSI. The position implies regular travels within Europe and worldwide and might even require extensive periods abroad. In particular regular missions to GSA offices located in Belgium Brussels, UK SwanwickLondon and France St Germain en Laye are foreseen for this position. Furthermore, the PRS Technical Officer will also contribute to other tasks of the Security Department, as necessary. The above tasks and responsibilities will be conducted in English language. PROFESSIONAL QUALIFICATIONS AND OTHER REQUIREMENTS A. Eligibility criteria For your application to be considered by the Agency, you must meet the following criteria 1. a A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more, OR b A level of education which corresponds to completed university studies attested by a diploma and at least one year of appropriate professional experience when the normal period of university education is three years. 2. In addition to the above, to possess appropriate professional experience of at least six years Ad 1a following of the award of diploma ad 1b following the end of professional experience in positions relevant to the aforementioned duties Be a national of a Member State of the European Union Be able to serve a full 5 yearterm before reaching the retirement age of 65 Be entitled to his or her full rights as citizen1 Have fulfilled any obligations imposed by the applicable laws concerning military service Meet the character requirements for the duties involved Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of hisher duties and Be physically fit to perform the duties linked to the post.2 B. SELECTION PROCEDURE The selection procedure includes the following steps After registration, each application will be checked in order to verify that it meets the eligibility criteria All eligible applications will be evaluated by a Selection Committee based on the selection criteria defined in this vacancy notice The bestqualified candidates, all those who obtained the highest number of points within the evaluation, will be shortlisted for an interview. The minimum threshold is 65 of the total points. During the interview, the Selection Committee will examine each candidates profile and will assess their relevancy for this post. In order to support the evaluation via interview, shortlisted candidates may be required to undergo written tests relevant to the job content the minimum threshold for this test is 50 of the total points allocated for it and to complete part of the process in their second EU language As a result of the interviews, the Selection Committee will recommend the most suitable candidates for this post to be placed on a reserve list. This list may also be used for recruitment of a similar post depending on the Agencys needs. Inclusion on the reserve list does not guarantee recruitment. The reserve list will be presented to the Appointing Authority who may decide to convene a second interview and ultimately will appoint the successful candidate to the post.
