Currently, we are looking for a highly skilled Payload Integration Management Support who will work for ESTEC, in the Netherlands. SPECIFIC TASKS The principal tasks and responsibilities will include Generate, bookkeep and support in the negotiation of the International Partner agreements e.g. ESA Payload Integration Agreement PIA, ESANASA PIA, Joint Implementation Plan JIP, Joint Utilisation Plan JUP etc if these agreements are required Support the review of Experiment Science Requirements ESR and Experiment Requirements Document ERD, assessing the concept for its implementation, flag eventual payload integration issues to the HRERU team lead for resolution and impacts assessment Monitor the status of Medical Board MBs approvals and Informed Consent Briefings Support the Integration Control Board ICB by providing payload readiness dates and by generating an overview presentation, according to a template provided in the HRERU team folder, for each new payload Support the preparation of the Research Directive RD and the inputs to the Science Requirements Tracking Database SRTD also known as Beast file for monthly Planning Passes with International Partners Responsible for Change Evaluation Form CEF preparation, submittal and approval tracking Support the review of the Increment Definition Requirements Document IDRD Annex 5, if requested Responsible for Manifest Request MR preparation and submittal of commodities to NASA and forward to the Logistics Service after approval in Orbit tool Review the Manifest Status Report to ensure it is in line with the activity requirements for the relative time frame Provide inputs to Cold Stowage forms to NASA Support ESA in the negotiations and coordination for setting up Experiment Letters ELs Support ESA in the preparation and review of Experiment Specific Agreements ExSpA between ESA and Roscosmos and inform other Services about anything in the agreement that might impact them Support the relevant payload development reviews e.g. Critical Design Review CDR, Final Acceptance Review FAR as a reviewer, check if design will lead to major criticalities in terms of mission implementation and integration, support optimization of the resource requirements such as cold stowage volume, crew time, big bags, etc Support the analytical integration activities of payloads into Columbus, ensuring timely availability of the documentation as per integrated schedule, monitor the interface test planning and results, highlighting issues arising Support the PD in providing the inputs for the Columbus Small Payload ICD as well as in the verification process Review the PIRN to the Small Payload ICD for their respective payload Support integration activities of payloads into IP elements, interface with the NASA PIM, support the timely delivery of ground models to the IP locations for testing purposes, support the timely delivery of all products needed for NASA payload integration including payload data, JCCT form, and specific experiment documentation Support launcher integration activities, submit Electronic Launch, Return and Onorbit Data Sets eLRODS to NASA Submit a Ground Safety Checklist for launch or return, as required For launch on Russian vehicles under USOS allocation, submit Technical Data Sheets TDS, Passport, ProForma inputs and 204type documents for ground equipment and activities in Baikonur to the Logistics Service and support dedicated meetings with the Russians for contractual links or technical discussions For launch on HTV, monitor and coordinate the delivery of verification data against HTV requirements, interface description and analytical models by the PD and ensure inputs are provided in time according to the cargo integration schedule Support Cold Stowage integration activities, identify the best end to end conditioned stowage scenario that meets the ESR requirements, support the organization of testing activities and fit checks including shipment of ground models in cooperation with the IPs and coordinate the provision of the required inputs for the verification against the cold stowage facility to the integrator MELFI, Biolab, etc Monitor the Flight Safety and Integrated Safety process of payloads and support timely delivery of Phase III Flight Safety Data Package FSDP, Integrated FSDP, and the tracking and closeout actions, ensuring the timely delivery in line with flight planning and ensuring use of hardware such as bogen arms, seat tracks, laptops, etc is included Support negotiations with ESA Safety Review Panel SRP for the safety review dates and participate in the Integrated Flight Safety Review, and, if needed, the Phase II and III Safety Reviews Monitor the safety process for upload, download and disposal and, if applicable, monitor the provision of the reflight assessment, ensuring that if the hardware will be returned, the Flight Safety Certificate covers both upload and download For payloads without an ESA Technical Officer, deliver the FSDPs, setup and participate at the Safety Review, and, in cases when the PD cannot perform this task, act as the actionee at the Safety Review Support the PD in providing an HMST Hazardous Material Summary Table form to the NASA toxicology group Support the resolution of System Problem Reports SPRs by coordinating the forward work for resolution of technical issues in case of anomalies via SPRs and subsequent MRBs Support preventive maintenance planning and coordinate the implementation of the identified maintenance, ensuring it is reflected in the maintenance plan and tracked correctly in Orbit and by the Requirements PlanningTeam Support to HRERU in monthly review and extraction of discussion points from Payload Support the review of Increment Maintenance Plans and ensuring that both preventive and corrective maintenance, as well as maintenance required in preparation of an experiment, are properly reflected in the documents and in line with the allocated resources Ensure the payload requirements for cargo transportation both prior to and after onorbit operations are met and support negotiations of cargo integration issues with the Logistics Service, ensure hardware is delivered on time for the cargo reviews by the hardware providers, ensure hardware is returned postflight according to requirements Support the review of Increment Logistics Plans ensuring that payload logistics needs are properly reflected in the documents Support the hardware Operations Nomenclature OpNom request process Support the development of label plans and label requests in eLabel Tool towards NASA according to the payload integration schedule Coordinate, together with the Increment Training Lead ITL, crew training dates, as well as timely training model and Payload Operations Data File PODF delivery dates, negotiate deviations from the standard process with EAC or NASA Support the User Support and Operations Centres USOCs in the development and review of operational products i.e. Payload Operational Data Files PODFs, Mission Operations and Implementation Concept MOIC, Flight Rules FRs and Payload Regulations PL Regs in line with ESR requirements and according to schedule constraints, notifying ESA immediately of any delays or potential risks Ensure the Engineering Model EM is available for operational product validation Review and concur to the Experiment Sequence Test EST plan, participate in the EST Test Readiness Review TRR, execution and Post Test Report PTR and monitor eventual resolution of issues arising from the EST Support the review of Planning Requests PRs, ensuring they are in line with the current resource allocation in particular concerning crew time and operational concept or trigger CEF generation or PR updated, if needed Support the lessons learned process Support the development and review of payload commissioning plans Participate in Planning, Analysis and Integration PAI meetings, and other ESA meetings such as Increment Coordination Meetings ICMs, Mission Management Telecons MMTs and Joint Mission Management Team JMMTs meetings, as needed Responsible for generating a monthly Payload Status Report and Integrated Payload Schedule for each allocated payload, ensuring the progress to plan stays under control, clearly identifying milestones which may lead to replanning of an experiment and the associated resources Responsible for organizing and coordinating regular PIM tagups Responsible for closing Certification of Flight Readiness CoFR codes for each allocated payload, as per schedule provided in the Increment CoFR letter and plan Responsible for creating and eventually closing any Open Work OW identified in the integrated CoFR data package Responsible for reviewing all existing Open Work for assigned payloads and verifying whether the Estimated Closure Date ECD is in line with the integrated schedule Elevate payload integration issues to the ESA Technical Responsible Support the development of the Requirements Planning Tool RPT database Upon a declaration of tool readiness by HRERU, create and maintain Planning Models, Integrated Schedules and payload dashboard information, including Payload Status Report, in the Requirements Planning Tool database For each ESA astronaut mission, provide a coordinator function to be a point of contact to support National Agencies on behalf of the Service. Develop a newcomers user guide to support payload integration with National Agencies and commercial partners. This guide, which can be a document or a webbased tool, shall explain the high level integration process, which inputs are required from a PD, provide templates for these inputs such as eLRODS, provide a template integration schedule, references to Safety tools and applicable documents. REQUIREMENTS A Masters degree or equivalent qualification in an engineering or science biology, medicine, physics, chemistry discipline Demonstrated widespread experience in aerospace or human spaceflight activities management, including development, integration and onorbit operations activities of complex payloads. A proven experience in interfacing with partners in an international environment is an asset. A strong aptitude for relationship management as well as good communication skills. The post requires a resultoriented approach to work in a highly complex project environment. A strong capacity for planning and organising tasks. Excellent verbal and written communication skills, including ability to deliver focused concise management reports or presentations. Excellent interpersonal skills and ability to work effectively in a multidisciplinary environment Fluency in English is required, knowledge of another ESA member state language andor Russian is an asset DEADLINE 27072020 Please note that interviews canwill be held via skype, webex or other digital platforms.
