The NSFs National OpticalInfrared Astronomy Research Laboratory NSFs NOIRLab program, has an opening for a Portfolio Management Office PMO Project ManagerAnalyst, a newly created position responsible for managing Directors and PMO projects and executing NOIRLab planning, tracking, reporting and risk management processes. The PMO Project ManagerAnalyst position reports to the NOIRLab Program Manager. The position can be based in Hilo, HI, La Serena, Chile or Tucson, AZ. Within the NOIRLab Directorate, the PMO acts as the central PMO hub providing coordinated alignment and management of NOIRLabwide business planning, information, performance and risk tracking. The PMO is accountable for the alignment of Portfolio Management functions, processes, and technology across NOIRLab. The ideal candidate will have a proven track record within a mediumlarge enterprise central PMO, and leading priority projects with superior analytical skills to identify issues and opportunities in NOIRLab Programs and Services, and an aptitude for solving complex problems quickly and effectively. Fluency in budgeting, planning and control is essential. Great communication skills will be required to positively influence and help lead this newly established organization towards maturity. NOIRLab is the principal US federally funded center for groundbased nighttime astronomy, headquartered in Tucson, Arizona that integrates the operations of the Gemini Observatory, the Vera C. Rubin Observatory, MidScale Observatories MSO and Community Science and Data Center CSDC. The NOIRLab is a Federally Funded Research and Development Center FFRDC which operates facilities in three geographic locations Arizona, Chile and Hawaii. With a staff of approximately 450 people and an annual budget of one hundred million dollars, the NOIRLab has a complex set of partnerships and operating requirements. While the principal sponsor of the NOIRLab is the National Science Foundation, the Lab receives funds from the US Department of Energy, NASA, and other US and international institutions in support of a wide range of activities. The NOIRLab is managed by the Association of Universities for Research in Astronomy AURA, a 501c3 nonprofit organization. The NOIRLab operates as a matrix organization, providing services across a range of programs and sites. Essential Functions Coordinate the development of the 5year NOIRLab Proposal, and in particular be responsible for developing the detailed budget of a several hundred million dollar proposal, to be submitted to the National Science Foundation NSF. Coordinate the requirements gathering, procurement and implementation of a commercial ProjectPortfolio Management PPM system, to replace existing inhouse tools. This system will provide project tracking and resource allocation system for NOIRLab. Contribute to improvements of NOIRLabs internal reporting, with special focus on efficient preparation, involving multiple system sources, and presentation. Evaluation of results with respect to the NOIRLab Strategic Dashboard and key performance indicators and, with managers, defining corrective measures. Support NOIRLabwide preparation, maintenance and monitoring of plans, resourcing, staffing, project milestones and risks in partnership with local PMOs. Support Management Reporting processes and provide analytical support to internal management meetings and external oversight reviews. Support the preparation and presentation of major NOIRLab proposals. Coordinate NOIRLab risk management and related risk reporting, as well as monitoring mitigation actions. Contribute to the implementation, coordination, and improvement of planning and control processes, standards and methodologies. Required EducationExperienceSkillsAbilities Bachelors in a relevant discipline or equivalent qualification Minimum of four years of relevant work experience e.g. project management, PMO support, business analysis Strong understanding of financial planning and budgeting required, with proven experience in a developing complex budgets for proposals Expertlevel knowledge of Excel and experience working with complex sets of data Ability to cope under pressure and balancing multiple priorities Outstanding analytical and critical thinking skills Diligent and attentive to details Excellent interpersonal skills and ability to influence, communicate and cooperate with a wide range of staff and managers Passion to learn and grow, and interest to streamline processes Preferred EducationExperienceSkillsAbilities Masters degree in a relevant discipline Experience with project management or project portfolio tools and systems e.g. CA Clarity, Planview, Clarizen, Primavera or other Experience in a developing budgets for major proposals to the Federal Government Experience working in a PMO group Experience working with an NSF Major Facility, or in a multicultural environment, in an international organization andor in a nonprofit science or technology research environment Experience with collaboration tools e.g. Google Docs, Confluence, JIRA Experience with Finance Business Systems and data querydata management tools Access, SQL, Business Objects and business intelligence tools i.e. Microsoft Power BI, Tableau Project Management or similar certifications Some knowledge of Spanish Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
