Despite an exercise this weekend in La Crosse meant to address the possibility of a big oil spill from a train into the Mississippi, some won't be satisfied that safety is being addressed adequately. City council member Fran Formanek has been critical of how Burlington Northern has pushed for adding a second set of tracks through the city Formanek says, among other things, Burlington Northern needs to make concessions of the speed of its cars through the city.
