RF Subcontract Manager As a member of the MDA Subcontract Management team, and reporting to the Supply Chain Manager, Program Manager and Program Director in a matrix organization, you will be responsible for the selection process management of the Subcontractors for various digital, mechanical and RF Equipments within a dedicated Program, from the negotiation phase to the delivery of the subcontract deliverables to the program organization usage. During the Supplier selection and contract negotiation phases you will be supporting the development of commercial agreements with our Subcontractors in a crossfunctional environment. You will also conduct evaluations, coordinate and participate in commercial and technical negotiation activities between Subcontractors and internal functions leading to final selection. As the program progresses from the supplier selection and contract negotiation phase to the Product development phase your mandate will evolve to ensure continuity and maintain an integrated approach for the Program requirements Supplier relationship by acting as the primary focal point for continuing supplier management activities for the Programs. In this expanded role you will be responsible to Ensure supplier contract adherence and the Negotiation of product change management commercial claims and will also be Responsible to ensure suppliers technical and programmatic performance in support of specific Program business objectives. You will also lead various other activities that would include the evaluation implementation of continuous improvement opportunities. You will influence and apply change management techniques with the aim of bringing all departments and supplier to an aligned vision around the Program requirements. Your responsibilities will also include making decisions and acting on the Program Managers behalf for all performance matters relating to the Subcontract within the boundaries of the contractual agreements. Specific Elements of position purpose Report to the Supply Chain Manager and Program Manager on the status of the Subcontract Establish and maintain proper communication between the program specific MDA Subcontract team and the Subcontractor Analyze Subcontractors master schedule and supporting schedules to ensure realism and to ensure that they support the overall Program master schedule Ensure the MDA technical specifications, PA Requirements, SOW and other Applicable Documents are complete and released at the start of the Subcontract and maintained during the course of the Program. Ensure rapid closure of all technical and production problems through early establishment of actions, schedules and personnel assignments Manage the risk aspects of the Subcontract and ensuring that the Subcontractors risks are identified in the overall program risks database. Identify potential cost savings opportunities during negotiations and change of scope proposals, relating to the subcontracted work which could result in price reductions to the MDA contract. Manage and coordinate the subcontract teams Contract, Technical and PA internal activities by ensuring they are compatible with the program requirements. Ensure all technical and programmatic reviews are held in a timely manner and resulting actions are properly closed and documented. Qualifications You have a bachelors degree in Engineering or Business Administration or equivalent five 5 to nine 9 years of relevant experience. You have good negotiation skills and strong experience in project management, financial management and operations. You are a team player, recognized for your leadership and innovation skills and are a good communicator in French and English written and spoken. Knowledge of legal terminology and interpretation of contracts is considered an asset. You are familiar with integrated supply chain and lean manufacturing concepts. You can work with MS Project, Word, Excel, Power Point and Microsoft Outlook. Knowledge of space borne RF equipment, digital equipment and mechanisms including processes of product specification, development, fabrication and testing is required. Knowledge of both passive RF equipment as well as active RF equipment ranging from UHF frequencies through Kaband is required. Knowledge in RF equipment in V, Q, and Wbands is an asset. Knowledge in the digital equipment such as FPGAs and ASICs from mixed signal to DSP is required. Knowledge in mechanisms such as DAPMs, APMs, and rotary actuators is required. You are familiar with the geostationary commercial space industry and have established industry connections including suppliers of RF equipment, digital equipment as well as mechanisms. You are available to travel, as required.
