Regulator looks set to OK return of full operations at Exxon's Torrance refinery

The anticipated return to service of Exxon Mobil's Torrance refinery, which has operated at less than 20% of capacity since a February 2015 explosion, could help narrow the ongoing gap between fuel prices for motorists in southern California and other parts of the U.S. Today, the South Coast Air Quality Management District will hold a hearing in Torrance to review XOM's request to fully restore the refinery, which usually provides 20% of the refined gasoline capacity in southern California and 10% of statewide capacity.
