Telesat has an opening for a Spectrum Specialist who will assume a leadership role in managing the international coordination requirements of the ITU networks underlying the Telesat fleet, including identifying coordination requirements and liaison with government agencies and other operators to initiate, promote, and drive to conclusion the successful notification and entry of the networks in the ITU Master Register. MAIN RESPONSIBILITIES Leads activities to consummate coordination requirements of ITU networks underlying Telesat fleet. Initiates and takes ownership of technical and regulatory analysis of ITU networks to determine inter and intraservice coordination requirements and consolidate and synthesize results. Engages regulatory authorities and other operators to initiate, progress, and conclude coordination. Writes and negotiates frequency coordination agreements. Performs interference analysis. Leads Telesat participation at international forums ITUR and CITEL to promote Telesat interests. Leads Telesat participation at frequency coordination meetings and in bilateral negotiations. Identifies, develops proposals for, and promotes initiatives in ITUR to support Telesats longterm interests. Acts as key technical and regulatory export related to application of the ITU Radio Regulations. Supports domestic spectrum license applications. Identifies, articulates, and negotiates coordination favorable to Telesat interests. POSITION REQUIREMENTS Degree in Electrical Engineering and a minimum of 10 years of increasingly responsible experience in satellite communications related to the application of ITU Radio Regulations to acquire and maintain rights to spectrum. Recognized expert in the field of international coordination. Experience in GSO and nonGSO regulatory regimes. Experience in spectrum regulation at a government agency an asset. Experience in leading technical negotiations. Strong interpersonal, communication and presentation skills with experience interacting at the senior management level. Excellent verbal and written skills in English. Strong technical and regulatory research and analysis skills. Extensive experience in application of ITU Radio Regulations. Experience as company lead representative in international forums. Work well in a crossfunctional environment. Ability to exercise judgment and make sound decisions to drive processes to conclusion. Exceptional organizational skills and ability to manage multiple projects simultaneously. Ability to work in Canada and to obtain CGP Controlled Goods Program clearance and have access to ITAR International Traffic in Arms Regulations documentation.
