For our activities in ESTEC, we are currently looking for a Telecommunications Ground Segment Engineer. Tasks and Responsibilities The key person is expected to deliver support to the Ground Technology and Products Section of the Technologies and Products Division, Telecommunications Technologies, Products and Systems Department, Directorate of Telecommunications and Integrated Applications. The post holder will be responsible for the management of activities devoted to the design and development of satellite communication systems and ground segment technology and products under the responsibility of the Ground Segment Technology Section including Support the initiation of activities related to technology and product design and development for the telecommunication ground segment Support the establishment and control of relevant ESA requirements, specifications and general documentation Evaluation, support to negotiation, monitoring and control of contracts and activities related to technology and product development for satellite telecommunication ground segments Preparation of inputs to status reports Contribute to the preparation of technology and product developments work plans Support other members of TIATTG section on their projects and share expertise within the section Monitor market and technology trends and developments in the area of satellite communication ground segments Cooperate with the specialists in the other ESA departments Identify any issues during the procurement phase, running or closing of an activity, and flag them in a timely manner Support the preparation of Papers for Adjudication Committees or Delegate bodies IPC, JCB, with high quality standards Provide input for the Department Business Intelligence management system Support TIA Communication activities in line with the ESA TIA Communication Policy rules Follow the relevant and applicable ISO procedures Maintain the required level of confidentiality and security as defined in the ESA Security Directives. Requirements The key person shall be provided by experienced persons who have a university degree or equivalent qualification in engineering and experience in satellite telecommunications user andor ground segment. The expertise areas and qualifications required for the service are the following Understanding of satcom ground segment architectures for broadcasting, broadband, trunking, backhauling and mobile applications. Expertise in some or all the areas of o Terminal modem design FPGA and ASIC, o Communication protocols including quality of service aspects, upper layer techniques in IP and networking, air interface techniques, o RF and Microwave including LNAs, SSPAs, TWTAs, filters, frequency converters, o Ground antennas for both fixed and mobile SatCom systems Definition and implementation of ground solutions for satcom mobile systems experience working in industry Management of development contracts for ground segment products and technology Specific experience in the satellite telecommunication commercial market development is desirable Willingness to travel, when required Ability to work in an international working environment and be fluent in English a high level of written and spoken English is essential. It is expected that the service is provided predominantly onsite at ECSAT Harwell,UK. An initial training period in ESTEC Noordwijk, NL of 2 months is required. Regular travel for the purpose of supporting meetings and reviews at Industry premises and to ESTEC in particular shall be undertaken as required by the implementation and running of the ARTES activities.
