KPN agrees new DSL access terms with Tele2, M7

(Telecompaper) KPN announced agreements with Tele2 and M7 Group over access to its DSL network. The agreements run for seven years and cover respectively Vula (Virtual Unbundled Local Access) and WBA (Wholesale Broadband Access) services. KPN is still talking to Vodafone on a similar agreement. The new agreements are an alternative to the regulated MDF access to the passive network. The Vula service will act as KPN's reference offer to the market. The commercial agreements did not involve the regulator ACM, which left the market open to striking an agreement as part of its unbundled access decision first published last October. The wholesale agreements must still be vetted by the regulator for guarantees such as transparency and non-discrimination; KPN said it expects the regulator to clear the agreements soon. A new offer on wholesale access was needed due to KPN's introduction of vectoring and pair bonding on the DSL network. These techniques offer higher speeds, but are not compatible with the current forms of unbundled access.
Dutch DSL VoIP grow past 2 million connections in Q1 2015

(Telecompaper) The Dutch fixed telephony market grew by 0.5 percent during the first quarter to end March, with 6.27 million mass market (consumer & SOHO) lines, according to Telecompaper's latest Dutch Fixed Telephony Market report. The quarterly growth was driven by VoIP via DSL which gained 1.3 percent more customers to end Q1 2015 with more than 2 million subscribers.

KPN sees agreement soon on virtual DSL access

(Telecompaper) KPN expects to reach an agreement soon with wholesale customers on its DSL network over upgrades and faster subscriptions, according to COO Joost Farwerck at a press conference on the network plans. The Dutch operator has already rolled out vectoring at up to 100/30 Mbps and bonded vectoring at 200/60 Mbps in part of its footprint. Another 1,000 cabinets will be upgraded in 2015-2016, and the operator plans to focus on street cabinets less than 1,500m from the exchange. To date this has proven complicated in areas with MDF unbundling, as active equipment from Tele2 and Online is present. Vectoring is not possible in street cabinets where customers from other providers are connected. The aim is to reach an agreement with wholesale customers on virtual access, rather than physical unbundling. As part of an agreement with regulator ACM, if KPN agrees virtual access conditions with the alternative operators, it will be able to accelerate its network upgrade plans. The negotiated agreement is aimed at avoiding court appeals of the new broadband access regulation. Farwerck said an agreement is in the interests of all the parties involved, as then other operators can also offer the faster speeds to customers. KPN made its proposal for an 'Open Wholesale Model' last year and hopes to reach an agreement in the coming weeks.

Dutch TV market grows in Q4 driven by IPTV via DSL, fibre

According to a Telecompaper report, the Dutch TV market reported 20,000 net additions during the fourth quarter of 2014, to end the year with 7.76 million subscribers. The growth was driven by 0.6 percent increase in digital TV subscribers.
