The eligible candidate will be part of the International Spectrum Management team, to support any regulatory activities that make sure that Inmarsat has current and future access to the appropriate parts of the radio spectrum to support its business and develop new opportunities. The role includes occasional technical support to the Inmarsats market development team worldwide, as needed. This role will also involve liaising with relevant departments within Inmarsat, in particular those involved with the terminals development, network management, spacecraft operation and service delivery, to ensure awareness of and compliance with relevant regulatory requirements. Among others, activities will include the support for the development of a worldwide harmonized licensing regime for Earth Stations on Mobile platforms, as well as promoting Inmarsats interests at ITU and regional fora on other matters. The role will include involvement on issues under consideration at the ITUR and regional bodies for example the CEPT of issues relevant to Inmarsats business. The candidate must be able to help formulate and promote positions in the relevant ITUR study groups and other national and international regulatory fora. The candidate may also be required to participate in frequency coordination activities in support of Inmarsats ITU filings. The candidate may also provide adhoc technical support for business development activities and guidance to the market and commercial channels on regulatory compliance. In addition to the abovelisted duties, the Spectrum Engineer will Monitor regulatory developments and advise senior management on the potential impact of regulations on Inmarsats business Establish and maintain positive relationships with government agencies and other regulatory authorities Represent the organization in matters before regulatory, legislative, or industry standards agencies so the organizations interests are defended and advanced Work with Inmarsats market channels to support business developmentsales efforts and provide regulatory guidance to these channels. Work as a member of a team of professionals to ensure the organizations regulatory affairs activities are conducted accurately, ethically, and according to relevant regulations, laws, and standards. Key Responsibilities Be part of the International Spectrum Management team, carrying out the following activities spectrum sharing and interference studies with different radio communication services, as required, focussing on the development of a new worldwide regulatory framework required for the operation Earth Stations on Mobile Platforms ESOMPs in the Kaband spectrum allocations of the Fixed Satellite Service carry out other sharing and interference studies related to Inmarsats network, operations and business opportunities, prepare input documents and attend international meetings ITUR, CEPT, EU, national regulatory authorities, etc. to present and vigorously defend proposals participate in frequency coordination activities provide technical support to the market development team, as and if needed, to obtain national and regional authorizations for the operation of GX and other products from the Inmarsats portfolio worldwide. Provide technical and regulatory support to the market development and commercial teams with regard to recruitment of potential Service Providers and endusers Build up andor maintain good working relationships with regulatory and commercial contacts Work closely with other regulatory and market access teams in Inmarsat to ensure coordination in the regulatory effort to support Inmarsats products and systems Communicate, as required, with Inmarsats market development team, commercial team, engineering team and market leads to promptly divulge regulatory threats, opportunities and risks in the relevant regions that may affect Inmarsats interests and business Essential Knowledge and Skills Degree in telecommunications or electronic engineering preferably with a focus on satellite communications ideally a masters or equivalent in a relevant field Strong, proven and relevant experience in the satellite telecommunications industry Relevant experience in spectrum negotiations and coordination meetings with proven and demonstrable success Knowledge and experience of working with the ITU radio regulations and national regulators, such as the FCC Significant and relevant experience in promoting and defending regulatory issues in relevant international forums ITU, CEPT, CITEL, APT Good understanding of policy and regulatory issues in the satellite sector, especially with regard to licensing roactive initiative, selfconfidence and personal drive Ability to work in a multicultural team Outstanding written and oral communication skills, diplomacy and cultural awareness. This includes the ability to perform complicated analysis and present this information in a clear and concise manner Demonstrated organizational capabilities Ability to lead complex negotiations with a variety of stakeholders, including national regulators. Computerliteracy Word, Excel, PowerPoint etc. Knowledge of a programming language e.g., Matlab, C, etc. andor interference analysis software e.g. Visualyse, etc. Analytical skills Fluent in written and spoken English. Proficiency in another language would be considered as an asset Desirable Knowledge and Skills Professionalworking knowledge of international and national regulatory processes in the telecommunications sector Knowledge of satellite andor mobile wireless products, services and technologies Knowledge of market development and market access issues would be desirable Knowledge of a programming language e.g., Matlab, C, etc. andor interference analysis software e.g. Visualyse, etc. is a preferable asset Travel The post requires attendance at meetings abroad, typically 12 a month, and typically 35 days duration. Some meetings abroad typically two per year are for a longer duration of around 1014 days. Most meetings are in Europe.
FCC raises record USD 44.9 bln in spectrum auction

(Telecompaper) The FCC has completed the AWS-3 spectrum auction, raising USD 44.9 billion from the sale of 65 MHz of frequencies in the 1,700 MHz band for mobile services. The proceeds were the most ever raised from a spectrum auction in the US, according to FCC chairmn Tom Wheeler. Part of the proceeds will go towards government programmes to expand broadband access. AT&T and Verizon are thought to be the main participants in the auction, and T-Mobile and Dish Network are also likely to have participated. Sprint said earlier it would not bid. The FCC will release details of the local licences bidders later.
