Canada plans spectrum caps in November 700MHz auction

(Telecompaper) The Canadian government has announced new measures aimed at increasing competition in the mobile market. This will include an auction of 700MHz band licences in November, in which the amount of frequencies each operator can win will be capped so that at least four providers in each region win spectrum. The government will also review its rules on spectrum transfers, also with the goal of facilitating at least four providers in each region. A public consultation on this was opened by Industry Canada until 03 May. Other measures include expanding requirements to offer roaming to competitors to all carriers and encouraging more tower-sharing. Operators will be required to report regularly to Industry Canada on the extent of tower-sharing agreements and negotiations, and if further progress is not seen in the market, the government said it will take additional action on the issue. Alongside the competition measures, the government released its Commercial Mobile Spectrum Outlook study. This outlines the government's spectrum release plans for the years to come.

Spectrum management is one of the key activities driving the success of a satellite operator such as Inmarsat. With ten operational satellites spanning three generations, and four more scheduled for launch over the next two years, optimising the configuration and deployment of the available resources, and influencing the regulatory landscape to maximise the value to Inmarsat, is a challenging task. Inmarsat has an exciting opportunity for an individual with a blend of technical expertise in the subject matter and an understanding of the regulatory landscape and processes surrounding key bodies such as ITU and CEPT. The successful candidate will undertake detailed interference analyses between current and proposed Inmarsat services with respect to MSS and FSS satellite networks and terrestrial systems he or she will be required to present and defend Inmarsats position in regulatory meetings and to help propose solutions whic minimise restriction of Inmarsats services. The post holder will need a degree level education in telecommunicationselectrical engineering, a minimum of 2 years work experience in a role of a similar nature and an understanding of the European and international regulatory landscape.
