This post is classified in the A2A4 grade band of the Coordinated Organisations salary scale. LOCATION ESA Headquarters, Paris France. DUTIES The incumbent will report to the Head of the HQ Redu Facility Management FM Division and will be responsible, with the support of a team, for the overall maintenance of the buildings and facilities around 23.000 sqm of offices, conference rooms and technical areas such as central productions of hot chilled water, power plants with diesel generator, etc overall planning, design and followup of infrastructure projects related to existing buildings and their modifications. The incumbent will also be highly involved in the implementation of the new or refurbished HQ building project. This will include liaison with architects, consulting engineers, contractors and other external services, as well as the specification of the related contracts management of all HQ buildings in particular the rented and coowned properties and associated charges and liabilities the overall responsibility for an outsourced FM hard services contract. This contract is performance based, driven by KPIs with an associated penalty scheme including inter alia overall planning, design and followup of Site civil, mechanical and electrical works related to the operation of existing installations and to their maintenance energy saving proposals in order to reduce the consumptions of electricity, gas and water the modifications requested by the various users of the site linked to office size, laboratories adaptations to new equipment, etc the compliance with national and local regulations. QUALIFICATIONS Applicants for this post should have substantial experience within a complex major facilities maintenance environment, including supervisory management of large projects and interfaces with the various building and maintenance professions concerned. Holding a degree or equivalent qualification in engineering, preferably in the mechanical field, applicants should also have proved capacity to manage a technical staff composed of electrical, mechanical and civil engineers and technicians as well as the various contractors working on site. Experience of outsourced performance based maintenance contracts would be appreciated. A good knowledge of office automation tools, administration and of the European codes, local norms and regulations for buildings and technical installations is desirable. ESA is also considering the construction in the medium term of a new HQ building in Paris. The successful candidate would be required to play a full supporting role in this process. Previous participation in a similar scale project would be a distinct advantage. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset.
