TPM Management Support System Manager

Main Responsibilities In the framework of the ESA Earthnet Programme, the provider shall support ESA for the coordination of Third Party Mission TPM activities. The key person will be responsible for supporting ESA in the following tasks Monitor evolution of dataservices business models offered by the commercial data providers. e.g. capacity buy, subscription, hosted processing, value added service provision. Monitor the evolution of new available data and information offered e.g. NewSpace missions, new national missions, new product types, highaltitude platforms, etc. Monitor evolution of data access solutions e.g. platforms functionalities, etc. Support the organization of TPM progress meetings Support the drafting, consolidation and review of international agreements Support the drafting, consolidation and review of licenses and terms and conditions documentation Support the drafting, consolidation and review of communication and PR documents and web content material. Support the preparation of the necessary material for the TPM Candidate Mission Report and Third Party Approved Missions Evaluation Report. Support the preparation of the Announcement of Opportunity documentation. Support the coordination with the Earthnet Data Assessment Pilot programme Activity Inputs Online public information, dialogue with data providers, information acquired during workshops and conferences, documents from scientists and principal investigators, international agreements, past TPM Candidate Mission Report and Third Party Approved Missions Evaluation Report, past Announcement of Opportunity documentation, Activity Outputs Status reports docs, excel, ppts, international agreements docs, excel, ppts, licenses and terms and conditions docs, excel, ppts, communication material docs, excel, ppts, progress meetings preparatory documents and minutes of meetings docs, excel, ppts, TPM Candidate Mission Report and Third Party Approved Missions Evaluation Report, Announcement of Opportunity documentation docs, excel, ppts. The Ideal Candidate The following skills and experience are mandatory You have a degree in a relevant technical field such as Physics, Engineering, Mathematics, Geography, Geosciences. You have at least 5 years of experience in a directly relevant Space EO industrial or research environment. You are highly proficient in spoken and written English Drafting and reviewing of agreements and Contracts. You are able to edit and review the contract agreements You have relevant EO market analysis experience You have good knowledge in remote sensing and EO data and tools You have a good knowledge of ThirdParty Missions and their operational context You are proficient in MS Office Tools You are flexible and have a proactive approach You have good communication skills You have good negotiation skills and meeting management skills You have analytical skills You are a team player The following skills would be highly desirable You have a previous job experience in an International context You have experience with OGC Open Geospatial Consortium Standard and INSPIRE regulations. You have knowledge of the Copernicus Services. You are aware of EarthNet programme stakeholder and CCME. ESA uses its multimission ground systems to acquire, process, archive and distribute data from other satellites so called Third Party Missions TPM. The data from these missions is distributed under specific agreements with the owners or operators of the mission, following the ESA Data Policy. In this role you will be offering support to TPM Mission Manager, managing the process for continuous optimization between data offer and user needs.
