GSA AND ITS LEGAL AND PROCUREMENT DEPARTMENT The European GNSS Agency GSA is responsible for operations, service provision, security and market development for the European Global Navigation Satellite Systems GNSS EGNOS and Galileo. By developing a new generation of GNSS, Europe is laying the foundation for the development of new hightech industry, leading to job creation and economic growth. These flagship European space programmes, which embody what can be achieved when Europe works together, are already bringing real benefits to people and business in Europe and around the world. The GSA is operated and supported by a multicultural team of professionals with interdisciplinary expertise working to ensure that the enduser is kept at the centre of Galileo and EGNOS. In this context, the Legal and Procurement Department proactively contributes to the fulfilment of the GSAs mission, particularly regarding all matters related to the management of the GSAs legal and institutional matters as well as contracts and grants management. The Legal and Procurement Department steers the legal dimension and ensures the overall followup of all GSA legal activities, and provides legal advice on all GSA policies. The department assists all other departments in contract preparation, negotiation and interpretation and manages all procurements, contracts, grants and other agreements. It also oversees the protection of personal data and ensures compliance with relevant legislation. TASKS AND RESPONSIBILITIES The Legal and Procurement department is looking to establish a reserve list for a Procurement and Grants Officer. The Officer will be in charge of handling procurements, contracts, grants and grant agreements, as well as support the Agency in all other tasks of the Legal and Procurement Department, under the coordination of the relevant Team Leader. Hisher main tasks and responsibilities will in principle include Management of calls for tenders and proposals Drafting, advising on or helping with coordinating calls for tendersproposals for both administrative and operational procurements and grants in line with applicable rules and best practices Managing calls for tenders and proposals e.g. publication, organisation of and assistance to evaluation boards, selection process, contract award and signature Interfacing with relevant stakeholders, including project officers, finance department, economic operators, auditors Any other administrative tasks related to procurement and grant management Contract and grant management Supporting the draft and negotiation of contracts and agreements Contributing to legal and financial management of any legal commitment Following up on contract and grant implementation and performance Assisting project officers with issues in the contract and agreement lifecycle Any other administrative tasks related to contract and agreement management. GSA AND SECURITY ACCREDITATION DEPARTMENT The European GNSS Agency GSA is responsible for the operations and service provision for the European Global Navigation Satellite Systems GNSS EGNOS and Galileo. By developing a new generation of GNSS, Europe is laying the foundation for new hightechnology industry development, leading to job creation and economic growth. The Security Accreditation Department provides independent, balanced, timely and comprehensive security risks analysis to support the decisions of the Security Accreditation Board SAB. The SAB is an autonomous body, established pursuant to the GSA Regulation, which shall take all security accreditation decisions related to the European Global Navigation Satellite Systems GNSS. The SAB shall set up special subordinate bodies, acting on its instructions, to deal with specific issues. In particular, while ensuring necessary continuity of work, it shall set up a panel to conduct security analysis reviews and tests to produce the relevant risk reports in order to assist it in preparing its decisions. TASKS AND RESPONSIBILITIES The Information Assurance Officer contributes actively to the fulfilment of the Agencys regulatory responsibilities related to security accreditation of the systems under its remit, in line with the applicable legislation. Pursuant to the instructions of the Security Accreditation Board, the job holders tasks and responsibilities shall in principle include Perform security assurance tasks on CIS infrastructures and operations, focusing on documentation review to provide information assurance and security risk assessments Participate in relevant Programme reviews and report on these to ensure findings are addressed, possible noncompliance to the system security baseline is identified, new security risks are known and security measures are defined to reduce such risks to acceptable levels Provide security assurance expertise on topics of concern to the SAB and its subordinate bodies Participate to technical meetings after documentation review in order to elaborate comments from the security assurance point of view Contribute to the drafting of security accreditation reports supporting the SAB decisions Manage security accreditation contract activities draft contracts, handle the ITT process according to applicable rules, manage the awarded contracts and associated contractors, coordinate contractors activities, review deliverables, manage reports, acceptance sheets, forecast and follow up the contracts budget, and report to the Head of Department Support meeting organisation and administrative tasks needed for the functioning of the SAB and its bodies Contribute to other tasks of the Department, as necessary.
