GSA AND ITS LEGAL AND PROCUREMENT DEPARTMENT The European GNSS Agency GSA is responsible for operations, service provision, security and market development for the European Global Navigation Satellite Systems GNSS EGNOS and Galileo. By developing a new generation of GNSS, Europe is laying the foundation for the development of new hightech industry, leading to job creation and economic growth. In this context, the Legal and Procurement Department proactively contributes to the fulfilment of the GSAs mission, particularly regarding all matters related to the management of the GSAs legal and institutional matters as well as contracts and grants management. TASKS AND RESPONSIBILITIES The Legal and Procurement department is looking to establish a reserve list for a Legal and Procurement Officer. The Officer will support the Agency in a broad range of legal tasks pertaining to both administrative and operational activities of the Agency, and will handle the entire lifecycle of procurements and contract management. The Legal and Procurement Officers tasks and responsibilities will in principle include the following areas Legal advice Providing legal advice on operations and administration of the Agency Advising on the regulatory framework of the Agency Providing advice on procurement and grants Advising on staff matters, interpretationdrafting of legal instruments Procurementgrants Drafting, helping coordinating calls for tenderscall for proposals in line with standard best practices Managing calls for tenderscall for proposals e.g. publication, organisation of and assistance to evaluation boards, selection process, contractgrant award and signature Interfacing with relevant stakeholders, including project officers, finance department, economic operators, auditors Contract drafting and management Drafting and support negotiating contractsagreements Following up on contractagreement interpretation, implementation, performance and enforcement Assisting project officers with issues in contractagreement lifecycle Support in building and maintaining of an upto date tender, contractual and other legal commitments database Provide support for the implementation of any other task falling in the sub fields of responsibly of the Legal and Procurement Department defined in section 1. Heshe coordinates, supports and mentors a team of Category Managers, covering the abovementioned categories plus Marketing, Communication and PR and Travel and Expenses, held by other category managers, but enablingempowering any member of the team to cover projects outside of their categories if required. Accountable for the design and execution of procurement strategies and projects ontime, onspec, onbudget and in compliance with SES policies, objectives and strategy. Support relevant SES functions with a strategic view on procurement in the relevant category, agreeing strategic category plans with the budget holders. Develop global sourcing strategies that will provide competitive advantages to the budget holders. Coordinate the execution of the strategies with global, regional and local teams. Supervises, validates and signs off, together with the Head of Department, the strategies proposed for other categories managed by direct reports, their full alignment with the company and Department objectives Financial results, Customer Experience, Digital transformation, Flexibility. Bid Strategy and Negotiation Develop and implement the bid and negotiation strategy for all commodities covered by category strategy through analysis of global markets, commodity trends, value chain analysis, clean sheet costing, business needs and vendor relationship management. Monitors current service levels to ensure agreed standards are consistently delivered. Market Competitive Intelligence Develop efficient channels for capturing effective market intelligence. Supports and if necessary drives efforts to automate and improve intelligencegathering and Leverage this data through shouldcost models and other forms of financial or negotiation strategies. Drives involvement of VMP on trade fairs, conferences, etc., coordinating with the Business Services teams to offer a coordinated position towards vendors and facilitating the generation of new business and partnerships.
