Location ESOC, Darmstadt, Germany Description Head of Security and Shared Infrastructure Services Division, Information Technology Department, Directorate of Internal Services. The Security and Shared Infrastructure Services Division is responsible for providing shared services, solutions and professional advice in the areas of common IT infrastructure and cybersecurity across the Agency to enable service delivery of application and end user services, as well as supporting other Directorate needs for shared services. The responsibilities will be discharged in close collaboration with the relevant internal or external customer communities and through shared governance models. Duties Leading a team of staff, contractors and serviceproviders with a customerfunded budget of approximately 25 myr, the postholder will be responsible, across the Agency, for providing services to establish, operate, maintain, update, evolve and support corporate and common ICT infrastructure solutions providing ICT security advisory and support services in support of internal Department customers and customer Directorates brokering of common ICT services and solutions to internal Department customers and customer Directorates professional ICT infrastructure, software and computing advisory services to customer directorates cybersecurity emergency response services to the whole Agency cybersecurity awareness and training services IT security roles for the Agencys corporate applications and network according to the Agencys Security Directives. Additional requirements Candidates should have at least 15 years professional experience in leading roles at a serviceoriented organisation centered around customers needs. They should have had partnership relationships with suppliers, operating in an environment that accepts risk and pursues innovation. They need to possess strong social, relationship, empathic and listening skills and an exceptional ability to understand the core needs of customers. Candidates should be fully committed and convinced that teamwork and team spirit provide the best solutions and be able to take prime responsibility for the products and services they deliver. Candidates should preferably have previous experience in management positions leading teams that design andor deliver cloud services to clients designing and marketing services to technical clients continuous service improvement defining infrastructure sourcing strategies and managing large contracts working in large organisations or with providers who implemented service oriented infrastructures with use of modern technologies SDx, AIOps, microservices, containers, commercial or open source PaaS and IaaS, edge computing, etc. some security responsibility as an additional role As a general requirement for any position at managerial level within ESA, candidates are expected to have proven experience of leading, motivating and developing a team the ability to provide strategic direction to the individuals and teams within the Division and relate team objectives to the overall and evolving organisational goals and context the ability to drive performance and foster cooperation within and across teams throughout the organisation demonstrated excellent leadership, relationship management and communication skills, both oral and written excellent cognitive, analytical, delegation, planning and organisational skills the ability to anticipate problems, solve complex issues and relate situations to their context the ability to reach solutionoriented, pragmatic and timely decisions of high standard and integrity as well as to support others team members, upper management, other stakeholders in this process. Previous experience of managing managers and multiple teams, as well as experience outside of the candidates home country and in diverse functional areas relevant to ESAs activities, is an asset. The Head of the Security Department will report to the SAB Chairman for the activities linked to support to the Security Accreditation Board and to the Executive Director for all the other activities of the Department. The activities of the Department can be summarized in three main axes, as follows 1. Security Accreditation Board SAB support SEC provides impartial and robust advises to the SAB, as per the applicable Reg. 9122010 as amended by the Reg. 5122014, in particular Secretariat and Security Assurance Services SEC staff supports the analysis, review and accreditation endorsementsdecisions made by GSAP and SAB, respectively, including the secretariat support of the SAB and the GSAP, as well as security assurance services. Examples include IT security penetrations tests, risks analysis and strategies for accreditation of complex programmes Crypto Distribution Authorityrelated activities CDA, which ensures the management of the CDA Task Force and the appropriate management of the Programme crypto assets in line with applicable regulations, policies and practices, including the Flight Key Cell FKCrelated activities examples include the COMSEC baseline housekeeping and the due diligence re the status of the current assets 2. EU GNSS Programmes support this line of action includes a number of activities, such as PRSrelated activities for the preparation and facilitation of the PRS exploitation such as pilot projects coordination, PRS service definition and user segment development Examples include development of PRS receivers, PRS protection profile approach, PRS standards group, and guide for establishment of Competent PRS Authorities CPA Security Requirements and Standards Galileo and EGNOS, which provides security engineering expertise for EGNOS and GALILEO exploitation programmes with respect to security requirements examples include the preparation of the GSOPs ITT , and proposing solutions for managing cyber security threats for complex Galileo IT systems. 3. GSA transversal processes Central Security Office CSO, which provides security services in a horizontal manner which cover the whole Agency. CSO manages the overall security of GSA personnel, information and infrastructure. Examples include the management of large CICII facilities, the accreditation of classified IT networks, as well as the development of policies and tools to manage the personnel security. The Head of Security Department is supported by the following team leaders the CDA Manager, the GNSS Security Accreditation Manager, the Security Requirements Manager, the PRS Manager and the Central Security Office Manager. This position implies regular travel within Europe to attend meetings with different stakeholders. Furthermore, the Head of the Security Department will also contribute to other tasks of the Agency, as necessary. A. ELIGIBILITY CRITERIA The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application 1. A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more, OR A level of education which corresponds to completed university studies attested by a diploma and at least one year of appropriate professional experience when the normal period of university education is three years 2. In addition to the above, appropriate professional experience of at least twelve years 3. Be a national of a Member State of the European Union or Norway 4. Be entitled to his or her full rights as citizen 5. Have fulfilled any obligations imposed by the applicable laws concerning military service 6. Meet the character requirements for the duties involved 7. Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of hisher duties and 8. Be physically fit to perform the duties linked to the post. B.
