Post Principal System Engineer This post is classified A2A4 on the Coordinated Organisations salary scale. Location ESTEC, Noordwijk, The Netherlands Description The post holder will initially be responsible for technical management and support for all system activities related to the Iris Project, reporting functionally to the Iris Project Manager and hierarchically to the Head of the Future Telecom Programme Consolidation Section. Duties Leading the management of Iris Project system activities in accordance with its declared programme objectives. Leading implementation and operational demonstration of the endtoend Iris system including safety of life services and commercial oriented applications, in line with the air traffic management strategy and requirements set by SESAR and the EC. Leading endtoend Iris system aspects and activities, encompassing requirements definition, system development and validation, performance verification, including implementation of predevelopments and validation tools. Coordinating implementation and validation of the Iris system segments against functional and performance requirements, including operational demonstration. Acting as technical interface for system aspects with relevant external bodies e.g SESAR working groups, committees with industry. Acting as technical interface with European and global standardisation bodies, coordinating the required ESA and industry work in support. Supporting the Project Manager in leading contracts with industry in line with programme objectives. Providing regular technical and programmatic reporting to TIA management at all levels. In his role the postholder will receive functional support from the assigned system team and specialised engineering support from the Directorate of Telecommunications Integrated Applications and the Directorate of Technology, Engineering Quality. At the end of the Iris Project, the postholder will resume hisher duties within the Future Telecom Programme Consolidation Section. Being part of the future Telecom Programme ConsolidationSection, the postholder may be required to support the following activities Initiating and managing prospect studies on mission concepts and system architectures, with the aim of detecting new market opportunities for satcom systems and services Defining all elements related to the endtoend missionsystem architecture of new projects Managing preparatory activities technical and programmatic of new telecom satellite programmes interacting with key stakeholders satellite operatorsservice providers, satellite manufacturing industry and ESA Members States Delegations Contributing to preparation of ARTES FP and ARTES AT work plans for systemrelated activities Contributing to definition of technology roadmaps and the technology knowledge base for the various satcom market segments Acquiring and further improving endtoend system engineering expertise for the development of new system concepts under new ESA projectsprogrammes, providing the Directorate with such expertise, coordinating system assessment tools and TEC support. Technical competencies Knowledge of industrial costs and schedule aspects Complex project risk management processes Knowledge of ESA and industrial development, verification and procurement processes Ability to support the definition of a technology development strategy Experience in ESA procurement processes and contract management as well as applied negotiation skills System engineering and understanding of system requirements and interfaces Behavioural competencies Communication Responsible DecisionMaking Results Orientation Relationship Management Self Motivation Education Applicants should have a Masters degree or equivalent qualification in telecommunications engineering. Location ESTEC, Noordwijk, The Netherlands Description Standardisation Principal Engineer in the Requirements, Standards Engineering Knowledge Office, Product Assurance Safety Department, Directorate of Technology, Engineering Quality. The Office provides functional support to ESA in the fields of standardisation in all engineering, quality, sustainability and management fields, as well as knowledge management at Directorate level. Duties Reporting to the Head of Office and within the abovementioned technical fields, the main tasks and responsibilities include developing overall standards including planning stages and maintaining existing standards, incl. capturing and integrating feedback from the standardisation programme as a whole ensuring organisation of and providing the secretariat to ECSS TA incl. preparing status report on Office activities liaising with senior partners from industry and representatives of national agencies supporting the Office Head in the generation of annual work plans including verifying suitability of new work item proposals managing the evolution of LEAS List of ESA Applicable Standards maintaining and developing standardisation infrastructures web site, portal, shared drives supporting DOORS activities maintaining and ensuring availability of the DOORS database to standard under TAECSS SB supervision supporting the ESA TA representative in applying ECSS to ESA projectsprogrammes. Duties may also include supporting other activities within the postholders field of competence. Technical competencies General background and specific experience in the technical domains covered by the position Understanding of related technologies, RD trends and the industrial landscape Experience in the preparation of procurement activities for technology development and innovation statements of work, proposal evaluation, etc Experience in the management and monitoring of industrial activities, including participation in reviews Experience with Space Engineering Standards and their preparation and implementation Behavioural competencies Communication Teamwork Problem Solving Results Orientation Planning Organisation Continuous Learning Additional requirements Experience in Standards development in an international environment preferably ECSS Experience in Standard application within the frame of national agencies or industry Experience in space system engineering or quality area Ambassadorship Negotiation skills in particular when influencing has more importance than contractual relationship. Education A Masters degree or equivalent qualification in engineering or science and experience in Standardization is required.
