This position, based near Frankfurt in Germany, calls for at least 5 years of experience in the engineering of spacerelated ground systems. Our client is responsible for establishing and operating weather forecasting and Earth observation satellite programmes with associated data telemetry and dissemination operations. Vast quantities of data are produced and user communities throughout the world are able to access both current and historical data sets. The demanding realtime environment places much emphasis on adherence to quality and configuration management standards and procedures. The main working language is English. The role is focussed on preparation for a major new satellite programme. The elements of the ground segment to be addressed aredata acquisition systems, monitoring and control systems, data processing and archiving facilities, product dissemination facilities and the encompassing network elements. Activities will include Requirements engineering embracing requirement analysis and validation, requirement allocation and requirement maintenance System analysis resolving requirements conflicts, decomposing and allocating requirements, assessing system effectiveness Performance of trade studies for assessing effectiveness, risk, cost and planning Design, build and configuration resulting in a physical architecture, described by its functional, physical and software characteristics Integration and verification in order to demonstrate that deliverables conform to specified requirements The key experience and attributes sought are At least 5 years of experience in the field of engineering of spacerelated ground systems, including good experience in any two of networking and communications ground stations near realtime data processing monitoring and control of satellites monitoring and control of ground systems and an overview of the other three items Experience in systemlevel analyses from an endtoend perspective Preparation of system requirements and design documentation Integration and verification of such systems Knowledge of some of the following would be advantageous Data archive, retrieval and dissemination systems Management and traceability of complex requirements structure, experience with DOORS Use of modelling and design tools in support of architectural design activities Software engineering Configuration control processes and tools ECSS standards Candidates should possess a University degree or equivalent. Fluency in English is essential. This is a freelance contract assignment with an initial period of 2 years starting in June 2013 with two options to extend for further periods of one year each. For the location in Darmstadt, Germany we are looking for a MTG Ground Segment System Engineer fm at Eumetsat. Tasks The MTG Ground Segment System Engineer is sought to support ground segmentrelated activities for the phase CD of the MTG programme. The phase CD has started since the completion of the ground segment Preliminary Design Review May 2012 and is completing at the Qualification Review presently planned mid2018. The duties range from specification, analysis, design, build, deployment and subsequent verification. The activities for this consultancy relate to the ground segment, consisting of the data acquisition systems, monitoring and control systems, data processing and archiving facilities product dissemination facilities and the encompassing network elements. General support to ground segment detailed definition, production and qualification phases Management of the requirements baseline, including for changes, deviations and waivers and evaluation of impact on element baselines Ensuring availability of long lead items, particularly those needed for verification such as ensuring availability of procuring test data and tools Completion of the detailed design of the ground segment system, including analyses architectural tradeoffs, system technical budgets, RAMS, FMECA, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering. Preparation and follow up of external studies Evaluation of results of studies internal or external and related engineeringproposals for the ground segment detailed design Support to the performance of elements design for internally developed elements Review of all externally procured elements designs Support to finalisation and subsequent maintenance of the ground segment internal interfaces definition Support to finalisation and subsequent maintenance of the ground segment system level design Support to element level activities Support to preparation of the ground segment system and constituent parts assembly,integration and verification detailed planning Participation in reviews and meetings at system, ground segment system and element level Support to the preparation and maintenance of schedule, resource allocations and Work Breakdown Structures for system engineering activities. In the performance of these tasks, the MTG Ground Segment System Engineer shall comply with the applicable rules of the EUMETSAT Directory of Instructions DI and the EUMETSAT Management System EMS, the applicable organisational and divisional management standards, and also with the relevant working practices and procedures as well as the organisational and divisional documentation management procedures. The set of applicable rules and working practice to be applied during the execution of the work will be made available at start of the duties in EUMETSAT. The tasks to be assigned to the MTG Ground Segment System Engineer will be agreed through dedicated workpackages with clear identification of activities and outputs expected. Essential requirements The MTG Ground Segment System Engineer shall have the following experience and background University degree or equivalent in the domain of engineering or science At least 5 years of experience in the field of engineering of spacerelated ground systems, including good experience in any two of i Networking Communications, ii Ground Stations, iii Near RealTime Data Processing, iv Monitoring and control of satellites, v Monitoring and control of ground systems ....and an overview of the other three items Experience in systemlevel analyses from an endtoend perspective, understanding relevant details while keeping the focus on the overall system aspects and presenting the results in a comprehensible way Experience in preparation of system requirements and design documentation Experience in the integration and verification of such systems. Desirable Skills The following experience would represent additional assets Experience in data archive retrieval and data dissemination systems Experience in management and traceability of complex requirements structure experience with DOORS administration Experience in the use of modelling and design tools in support of architectural design activities e.g. Enterprise Architect Experience in software engineering Experience in configuration Control processes and tools Knowledge of ECSS standards. The MTG Ground Segment System Engineer shall be able to fulfil the assigned tasks with a minimum of supervision, have a systematic approach to work, be able to plan hisher work and to cope with tight schedules and multiple tasks. Heshe shall have the capability to write accurate and consistent technical documentation. Good communication skills verbal and written are important. In doing this the consultant shall support Engineering activities of Phase B of future ground segments in the areas of Stations, RF and Telecommunications The follow up of the detailed design and development activities of Phase CD of the future ground segments in the areas of Ground Stations, RF and Telecommunications The maintenance and evolution in Phase E to other programmes within EUMETSAT MSG, MTG, EPS, Jason2 in the areas of Ground Stations, RF and Telecommunications Participation of the day to day activities in the STC Lab managed within EUMETSAT supporting systems simulations and analysis as well as small applications developments, based mainly on Matlab and LabView e.g. tailored Remote Spectrum Analyser MMIs. The consultant will be a member of a multidisciplinary system engineering team and will report directly to the SEP Ground Stations Engineering Team Leader, however when working in a given programme, the consultant shall report also within the established programme structure. In the performance of these tasks, the consultant shall apply the relevant organisational and programmatic quality management procedures as well as the relevant ground stations system engineering standards. Essential requirements The Consultant shall have a university degree or equivalent in an engineering discipline relevant to the job profile together with the experience and capability to fulfil the assigned tasks with a minimum of supervision. Heshe shall have, as a prerequisite a demonstrated experience in a similar function of at least 5 years. This experience shall include in particular Ground stations system and subsystem design and development for TTC, mission specific andor satellite communications ground stations TTC baseband equipment and SLE compliant implementations Technical background in the specification and VV of ground stations and large antennas and tracking systems for LEO and GEO satellites ACU and receivers inclusive Knowledge of modulationdemodulation schemes applied by Ground to Space ICD for TTC and payload data transition e.g. ECSS and CCSDS standards Desirable Skills In addition, the knowledge and experience of the following processesareas is considered as an asset Design and requirements engineering of large and complex Earth Observation related ground stations e.g. MSG PGS or EPS CDAs Usage of High Data Rate Demodulators System experience with Link budget analysis and tools in S, X and Ka Band. Standard RF and microwave tools and SW package for generation of signal processing related simulations andor semiauotmated measurement procedures for complementing the capabilities of the STC Lab.
