Space Applications Services performs and supports system and software engineering for the European Space Agency ESA, National Space Agencies and the aerospace industry. We are involved in international manned unmanned spacecraft programmes, earth observation, science, exploration, communications and related technology development. We require staff, wishing to join our team to work in a dynamic international environment for the following position Programme and Project Controller ENGSERVBMC201431 Tasks and Responsibilities The work will be performed at the European Space Research and Technology Centre ESTEC Noordwijk, The Netherlands. You will have the following responsibilities implementing and operating planning and control procedures to provide full visibility on all activities related to the progress, while ensuring compliance with established requirements for management reporting on cost, schedule, resources and industrial return assisting in the preparation of tender documents or contract change with respect to management, cost and scheduleplanning requirements and participating in the evaluation of proposals, preparing information required for subsequent contract negotiations and participating in all tasks related to placing of contracts supporting the management of industrial contracts, monitoring assigned contracts with respect to cost, progress, invoicing, payments, industrial return, geo return, deviations from plans and trends. establishing and maintaining of annual budgets, manpower planning, cost at completion and geo return files monitoring financial commitments for compliance with budgetary provisions and financial regulations administering of manpower, missions and industrial procurements from a financial perspective using WLMS tool participating to reviews and progress meetings providing required programmatic, workforce and financial data as well as support with analysis of such data as required preparing the regular programmatic and financial reporting to ESA management and national delegations supporting the risk management process using ARTEMIS tool. Implementing and maintaining the tools and the procedures for Project Documentation System using Eclipse tool. Qualifications, Experience and Skills Masters in Engineering or equivalent or MBA or equivalent University degree from a recognized Institution of secondary studies or equivalent qualification in Business Administration, together with a project control background and experience in the disciplines related to the tasks under consideration. Appropriate skills and specific experience in the following fields Experience in controlling andor management of activities and resources in aerospace industry. Good sense of contacts and communications, ability to interface at appropriate level with relevant actors within and outside of the Directorate. Reliability, rigor and initiative in the execution of the assigned work. Proactive attitude to solving problems, identify priority actions and to handle high workload. Ability to work both autonomously and as part of a team within the boundaries of assigned tasks and stringent schedule. Highly proficient in the use of modern activities and resource management support toolsdatabases of standard office automation support software packages including in particular advance usage of Excel MsOffice and in particular advanced use of Excel. Experience as user of SAP and in particular ECC and SRM modules and familiarity with relevant ESA corporate applications e.g. ESAp is an asset. Ability to rapidly understand and adapt to ESA specific context and environment including ESA corporate IT applications. Past experience with ESA in relevant activities is an asset. Tasks and Responsibilities Support to the planning, preparation, execution and followup of projects programmes activities in terms of schedule, related procurement actions, costs including preparation of CaC as relevant, manpower including support, etc. including o assisting in preparing, developing and maintaining programme level plans o assisting in the definition and in maintaining related workprocurement plans and related execution and contract actions plans using local tools as applicable o monitoring of the implementation of the programmes and of activities, as appropriate, and preparation of related reports and provision of management information as required o evaluating the results and main achievements of the programme, elaborating related KPIs, and preparing periodic overview publications In the field of resources i.e. financial and manpower for programmeprojects o assisting in the preparation of longterm, medium term and inyear resource plans o monitoring and controlling the implementation of the plans in line with resource targets, performing forecasting, identifying deviations and related recovery actions, producing related reports o reviewing checking of ESA internal expenditures such as recharges, support services and purchases for consistency with Costat Completion CAC of industrial contracts o checking commitments for consistency with budgets and ESAs procedures and consumption of commitment ceiling and initiating related budgetary transfers as required. In the field of procurements and execution of contracts o support to the preparation and followup of the Agencys tender actions o support to the proposal evaluations as expert for the price and schedule verification and analysis o support to the preparation of the financial contract commitment and the data entry of the milestone payment plans in the Agencys systems o contributing to the elaboration, consolidation of related procurement workplans and detailed implementation plans e.g. Contract Action Plan baseline and related commitment consumption, cost and disbursement profiles o ensuring that above plans are properly inserted in the appropriate management tools o followingup of the progress of the procurement actions and contracts, and keeping track of status and maintaining the current actual and forecasting in the appropriate ESA tools o creating related objects in esap, maintaining corresponding information in local applications as required and ensuring the correctness and coherence of related information o monitoring and controlling of timely implementation of actions related to procurement and contractual matters, including monitoring of financial commitments, payment milestones and invoicing o supporting industrial invoicing process and payment verification and control. In the field of programme industrial return o initiation and coordination of the periodic updating of relevant Industrial Return data base to reflect the current commitments status and the industrial policy forecast for planned activities o verification of coherence with ESA corporate Industrial Return data o maintenance of list of specific compensation or improvement measures and followup the implementation o verification of coherence of proposed procurement actions with the planned industrial return policy targets of the programmeproject, including the compensation measures Support to programmeproject level risk management Maintaining up to date the related data, performing data analysis, identifying deviations w.r.t. planstargets and production of associated reports to the responsible management and to the concerned customers when relevant. Operation of the associated management information tools and system databases. Support to the responsible entity in the definition of new and improvement of existing processes and tools and production of related documents. Tasks and Activities Your primary tasks and activities may include establish, monitor and control the GEO Programmes Schedules, based on inputs from the programme technical teams i.e. System, Ground Segment, Space Segment, including activities, inputs outputs.
