This "Upward Falling Payloads" (UFP) program is actually quite clever. First of all, the Navy needs to plant autonomous devices like unmanned aerial vehicles (UAVs) inside of capsules across the ocean floor. From there, the device can hibernate inside of the protective capsule for years on end. When the Navy needs surveillance or ariel support, it can remotely trigger these devices, and they float to the surface. In other words, they fall upwards.

A research team at the Georgia Tech Research Institute (GTRI) is developing an airborne testing capability for sensors, communications devices and other airborne payloads. This aerial test bed, called the GTRI Airborne Unmanned Sensor System (GAUSS), is based on an unmanned aerial vehicle (UAV) made by Griffon Aerospace and modified by GTRI.

Calling all communications experts, Defense Advanced Research Projects Agency (DARPA) issued a request for proposals on January 11 to support its Upward Falling Payload (UFP) program. The concept is to develop deployable, unmanned, distributed systems — like small UAVs — that lie in wait on the ocean floor in special containers, ready to launch and travel to the surface at a moment’s notice.
