Based on the original Geneva Convention, it would ensure that certain types of attacks and specific targets would remain off-limits in a cyberwar. The concept of rules dictating what shouldn't be allowed in war came about after Henry Dunant visited wounded soldiers during the Second Italian War of Unification.

UK Supreme Court Rules Against Trump Over Wind Farm

Britain's Supreme Court on Wednesday ruled unanimously against tycoon and U.S. presidential contender Donald Trump in his pitched battle to stop an offshore wind farm near his upscale Scottish golf resort. Trump claims the 11-turbine project, approved by the Scottish government in 2013, will spoil the view from his golf course near Aberdeen in eastern Scotland.

Berec rules out extending telecom regulation to OTT sector

(Telecompaper) EU regulator Berec has issued its opinion on the ongoing review of the telecom regulatory framework, underlining the need to allow for national differences among the EU's 28 members in any reform. Berec noted that "physical networks are and will remain national", and the EU's Digital Single Market "will always be the product of 28 competitive and well-regulated national markets".  The regulator also noted that regulatory convergence is already happening under the current framework, which "balances consistency of regulatory approaches and regulators' ability to address the particularities of their national markets". Any reform of the framework should aspire to greater EU harmonisation only where it makes sense, while "fundamentally this balance should be retained", Berec said. The group also ruled out extending the regulatory framework to the OTT sector. The national regulators think a better approach is to look at each service on a case-by-case basis.
