Ground Segment Quality Assurance Engineer 1513065 Job Description We are looking for a full time Quality Assurance Engineer to support our client EUMETSAT. You will be part of the Meteosat Third Generation MTG QA Team which provides support to the MTG Programme. Your tasks will be allocated in support of the MTG Ground Segment activities, including Ground Segment and System IVV, monitoring of IVV QA related activities and witnessing tests of facilities, in accordance with the plan and priorities assigned by the GEO QA Manager and the MTG GS QA Engineer. In this framework, your main tasks will include the following 1. Implement EUMETSAT QA policies in the assigned areas, keep in accordance with the MTG System QA plan and all relevant applicable Standards, Technical and QA documents, Procedures and Working Practices WPs that are applicable to the ongoing projects phases 2. Ensure that MTG processes involved with the assigned tasks are implemented in accordance with their relevant QA working practices and procedures 3. Support maintenance of GEO WPs and procedures 4. Suggest and support implementation of as agreed improvements to the available QA documentation, aiming at process efficiency and synergy 5. Support the establishment of metrics to measure the effectiveness of the main processes within the assigned areas. Provide proactive suggestions for process improvement, based on these metrics and other observations 6. Work with and in support of the MTG Teams, in order to ensure that Quality Assurance policies and methods are taken into account during all phases 7. Contribute to the production of the documents relevant to the performed tasks 8. Critically review technical and management documents issued in support to the MTG Ground Segment and System IVV activities 9. Support, acting when required as Review secretary, the Programme Reviews and Check Points planned for the MTG programme, ensuring that the relevant Organisation Note arrangements are correctly implemented, and that the Review support tool to be used for the Reviews is available 10. Support the MTG GS Facilities procurement activities and the connected processes ensuring that the QA requirements related to IVV are implemented correctly 11. Monitor implementation of the agreed QA Plans and procedures within the Industry and others Organisations ESA activities, including their Subtiers 12. Provide specific QA support to the MTG IVV Integration, Verification, Validation activities focussed on MTG GS, including witnessing of tests, review of verification records, support TRRTRB, ARB and other relevant IVV related processes according to the applicable working practices 13. Coordinate the anomaly and nonconformances reviews process in the assigned areas 14. If so required and agreed support the preparation and conduct of QA audits on Industry and within EUMETSAT in the areas connected with MTG GS activities, in line with the MTG GS Contractors Suppliers Quality Assurance Audit Plan 15. Provide regular reporting to the MTG QA Management and to the MTG Management 16. Attend and support the weekly GEO QA Team coordination meetings. Required Skills and Experience A University degree in Engineering, Physics, Computer Sciences or a related discipline is required. You shall have at least 5 years of specific work experience in the ProductQuality Assurance area in AerospaceSpace Programmes, and have good interpersonal and mediation skills. Specific experience on PAQA processes on satellite Ground Segments, satellite Mission Control and Operations, and on Satellite data processing will be considered an advantage. Candidates having matured significant work experience in other fields, on complex products with elevated technical contents will also be considered. Futhermore you will be able to demonstrate 1. Significant handson experience in PAQA processes definition, implementation and effectiveness monitoring , 2. Knowledge and application of aerospacespace PAQA and ISO 9001 standards 3. Multiyear experience in the implementation of QA policies and methods in procurement contracts for complex products such as ground segment systems 4. Experience in providing QA support to complex SW products throughout their complete development lifecycle, following Software QA standards 5. Experience on Hardware HW Software SW products integration and verification 6. Capability of understanding technicalities and design methods in the area of satellite ground segment , operations, mission control and data processing 7. Significant handson experience in using Microsoft Office Suite and in particular with Microsoft Word, Excel and Access 8. Capability of producing and releasing in autonomy minutes of meetings and QA reports 9. Experience in application of risk management and lessons learned processes 10. Good interpersonal and mediation skills. Desirable Skills and Experience Experience in conducting internalexternal QA audits Experience of working in international programmes Knowledge of requirement management tools, e.g. DOORS. For the location in Darmstadt Germany we are looking for a EPSSG SpacetoGround System Verification Validation Support at EUMETSAT. Tasks EUMETSAT Polar SystemSecond Generation EPSSG will be based on a twosatellite configuration with the launch of the first satellite MetopSG A in mid2021 followed by the second satellite MetopSG B 18 months later. Two recurrent Metop SG A and B satellites will be provided and launched in order to achieve a minimum of 21 years of operations. The activities performed by the keyperson will be an input for the overall System VV activities. The focus is on VV activities related to the spacetoground RF links between the MetopSG satellites and the ground stations. The main RF links are in Sband for housekeeping telemetry HKTM and telecommands TC and Ka and Xbands for the transmission of payload mission data. In addition, EUMETSATs ground station in Svalbard has to Support NOAAs JPSS satellites in Sband and Kaband and as needed the keyperson would be also involved in related test activities. While the tasks outlined in the following are worded to apply to System test activities related to these spacetoground interfaces RF and data handling, depending on the expertise of the keyperson, equivalent activities might also be assigned in other areas of EPSSG System VV. List of typical tasks Test preparation execution Definition of the approach scope of tests, test cases, key test data test tools, logistics, ... for testing of spacetoground RF interfaces of the MetopSG and JPSS satellites with relevant ground stations, and generation of the related test plans. Generation of test specifications elaboration of test cases and of stepbystep test procedures. Preparation of a schedule for the test activities, taking into account the development schedule of ground stations, of test tools such as RF suitcases, etc. Support for the coordination of test activities with partners in particular NOAA for testing for JPSS and, as relevant, industry. Performing reviews of technical documentation provided by MetopSG industry and by EPSSG ground segment industry, to ensure compatibility of related design and testing with needs of EPSSG System VV. Coordination of shipments of test tools such as RF suitcase to the ground station, execution of the planned tests, analysis of the results and preparation of test reports if occurring during the period of the consultancy. Test tools Generation maintenance of requirements specifications for relevant test tools e.g., for RF suitcases S, Ka and Xband and for RF InOrbit Test IOT tools. Contribution to the generation maintenance of Interface Requirements Documents Interface Control Documents for these test tools. Contribution to the development procurement of test tools Following up the development of RF suitcases part of MetopSG development review relevant technical documents provided by industry and support acceptance testing Following up the development of RF IOT tools part of EPSSG Ground Segment development review relevant technical documents provided by industry and support acceptance testing Development procurement of further test equipment as needed for testing of spacetoground RF interfaces Preparation of a plan to ensure that all relevant RF test equipment remains calibrated over the foreseen testing duration. System requirements specification and verification Support for the maintenance of the EPSSG SpacetoGround Interface Requirements Document SGIRD. Consolidation of the approach method, level, phase, etc. for the verification of the SGIRD and maintenance of the related Verification Control Matrix VCM in DOORS. Analysis of subSystem level VCMs and associated documentation, to ensure consistency with the verification approach to be applied at subSystem level MetopSG Space Segment and EPSSG Ground Segment. Assessment and tracking of results of verification activities done by MetopSG and EPSSG Ground Segment industry as relevant for spacetoground interfaces and recording of relevant results in the VCM. Recording of results of executed EPSSG System tests in the VCM if tests occurring during the period of the consultancy. Preparation of verification control documents for the SGIRD, with the synthetic status of the performed verification. In addition the keyperson will be involved in some more general tasks Participation in support for relevant internal and external technical meetings. Regular review of EPSSG documentation dealing with requirements, system concepts, architecture and design, technical analyses, to identify information of importance for System VV activities. In addition, and with the same aim, analysis of documents provided by external partners, specifically in the framework of formal reviews for space segment andor ground segment elements. Support for the preparation of documentation for EPSSG System level reviews. Essential requirements The keyperson shall have the following mandatory technical experience and background University degree in the domain of engineering, physics or equivalent. At least 3 years of handson involvement in RF testing of spacetoground interfaces at satellite andor ground station level. Familiarity with procurement, installation, use and maintenance of relevant test equipment, such as RF suitcases. Handson experience with the preparation of test documentation test plans, specifications, procedures and reports. Desirable requirements The following technical expertise would be beneficial Involvement in the preparation and execution of tests at remote sites. Involvement in RF design related to spacetoground interfaces at satellite andor ground station level. Expertise in Kaband link design or testing. Experience in other areas of System VV, such as Satellite System Validation Tests i.e. validation of endtoend TMTC chains and of spacecraft operational procedures.
