For our activities in ESTEC, we are currently looking for an ISS Payloads Operations Ground Segment Engineer. Tasks and Responsibilities Under the authority of the Head of the Ground Segment Maintenance and Operations Section GS Service Lead, the Key Person shall support mainly in the area of the Payload Ground Segment coordination and evolution. The Key Person shall interface directly with the USOC for the management and coordination of the USOC GS matters and processes. The Key Person will also participate in GS processes such as identifying central GS service changes, ICD updates PIRN process and USOC GS infrastructure changes. The Key Person shall also support the ESA ISS PL Integration Managers for science and operations preparation activities, e.g. feasibility assessments, major Payload Reviews, and review of PL integration documents ESRs, PIAs, MOICs, etc.. He She will also support Increment Managers in the areas in increment preparation and Certification of Flight Readiness CoFR. Specific duties include the following Towards PL Integration Managers PIMs Participation in reviews of payloads under development with major GS implications, such as ASIM, etc., and follow up of the implementation of new components of the USOC Ground Infrastructure in line with the development of future payloads and experiments Support to feasibility assessments, payloads and experiments Identification of GS changes for the new payloads and experiments. Towards Increment Management and Preparation Interpretation of the Increment Requirements Document into implementable tasks to be given to the GS service contractors and to USOCs. Described in the GS Blank Book GS integrated schedule maintenance for ground segment related aspects Provide support to the CoFR process by checking CoFR certificates from USOCs and PL support by the GS service for completeness and consistency. Towards USOCs Support to the head of mission operations in the daytoday management of the USOC contracts, with particulars emphasis on ground segment aspects Organisation of the process and the reviews leading to USOC Infrastructure Readiness Review and provision of comments to Ground Segment PIRNs on ICDs between the USOCs and ColCC and Management of development and maintenance of USOC ICD with external User sites e.g. UHB Follow up with the performance of ground operations during routine operations identification of problems and support to the specification of corrective actions Coordination and Support to USOC Operational readiness Tests Monitoring of USOC implementation, configuration status and documentation progress for GS matters. Participation to the GS Coordination meetings with industry, the GS Control Board, the USC management meetings, and increments preparation meetings JMMT, FA, ICMs, ORRs. Deliverables Monthly report on the PL GS integration activities including the integrated GS schedule Report to the PIM and GS service lead the GS need of each experiment or payload as a result of the analysis of PL integration documents GS Blank Book to be delivered on a quarterly basis for the next two increments to the Increment Integration Engineer and the GS lead Status list of tasks and issues as related to the implementation tasks in the various facilities is to be reported to the GS Control Board quarterly. Requirements Applicants should have a Master degree in a relevant discipline, at least 4 years of working experience and should cover the following points A good knowledge of the international Space Station Programme is required Good knowledge of Ground Segment processes and system for spaceflight Capability to work in a team with other ESA organisations, e.g. Increment managers, Mission Operations Manager, as well as with external partners Experience in the area of GS development and maintenance Some knowledge of Payload Operations in Columbus and in other segments of the ISS. For our activities in EUMETSAT, we are currently looking for a Ground Stations Operations Engineer. Tasks and Responsibilities The Key Person will be part of the RSO division but shall initially provide support to the PRD department for the development of the MTG Programme focussing on the ground stations and MC systems and ensuring they are brought to a suitable level for the transition of the programme into routine operations. The role comprises a range of tasks across a number of different departments within EUMETSAT so the Key Person will need a broad knowledge of operational ground segments and how the ground stations and their MC systems fit into the general scheme. The Key Person shall also support the routine operations of the existing MTP, MSG and EPS ground stations, as well as their future evolutions. The Key Persons main duties will include the support to Ground segment procurements for the future programmes including analysing concepts, requirements and designs Analysing and writing requirements for all aspects of future ground segments Definition, procurement and testing of ground station, satellite and associated ground segment MC functions for the MTG programme and future evolutions of existing programmes Review documentation and attend formal reviews as part of the procurement process Supporting and witnessing IVV testing for future programmes, and evolutions of existing ground stations Definition and maintenance of operations procedures, including ground segment procedures and operations guides Liaison with the spacecraft operations team to ensure the continuity and optimisation of spacecraft monitoring and control activities Day to day operations of current and future ground stations including daytoday planning, monitoring and first line anomaly investigations Processing and coordination of ground station anomalies, their documentation, investigation, classification and resolutionmitigation, including participation in Anomaly Review Boards Analysis of ground station obsolescence, and upgrade paths within a 247 operations environment Participation in technical meetings, formal reviews, and scheduling and planning meetings Provision of training, through written materials, practical demonstrations and presentations, to other members of the Operations and Engineering Teams. The tasks assigned to the Key Person will be agreed through dedicated workpackages with clear identification of activities and outputs expected. In the performance of these tasks, the Key Person shall apply the EUMETSAT configuration and change control procedures as well as the relevant system engineering standards, quality management procedures and maintenance procedures. Requirements Essentials In addition to having a university degree or equivalent in a relevant technical discipline, the Key Person shall have the following mandatory attributes at least three years experience in the procurement phase of ground stations for satellite monitoring and control and mission data reception, ideally in the Earth Observation domain at least three years experience in the definition, development, integration, acceptance testing, operations preparation and operations of ground segment monitoring and control systems including ground stations at least three years experience in defining and implementing the verification and validation of ground segment systems at least five years experience in a realtime spacecraft operations environment experience in the operational usage of ground stations monitoring and control software, its configuration and validation experience with interfaces between ground station MC systems and a remote MC centre familiarity with ECSS and CCSDS standards related to spacetoground interfaces including the Space Link Extension protocol and applicable to Satellite Monitoring Control Systems. While the official languages of EUMETSAT are English and French, the working language for the position is English and therefore the Key Person must be able to work effectively in this language. Desirables Experience of the following would be a distinct advantage MC systems such SCOS, EPOCH, LabView or equivalent HCIMMI design, usage and standards database applications spacecraft tracking techniques firstline hardware and software failure diagnosis and correction baseband operation, configuration interfacing with MC software familiarity with the scheduling of Ground Station operations for Spacecraft support experience in the operations preparation and routine operations of Geostationary GEO and Low Earth Orbit LEO satellite systems acquisition of instrument science data from LEO and GEO spacecraft experience of development and upgrades within a 247 operations environment experience of using configuration management systems knowledge of both Windows Linux operating systems.
