DUTIES Under the direct authority of the Director of Telecommunications and Integrated Applications, the Head of the Integrated Applications and Downstream Services Department is responsible for the definition and management of all downstream applicationsservices projects the promotion of satcom and integrated applications towards the nonspace economic sectors and to this aim the maintenance of an efficient network of ambassadors for space applications across the ESA Member States coordinated with the BICs network the aggregation of potential communities of space users and identification of their needs in terms of new downstream applicationsservices development projects the management of the following Key Accounts limited to the scope of TIA and in coordination with the concerned ESA corporate service the downstream satellite industry GSA, Eumetsat, ESSP the EC DGs DGMOVE, DEV, etc. and their operating Agencies EMSA, FRONTEX, etc. potentially interested in spacebased services the consolidation and maintenance within the Directorate of the socioeconomic benefits assessment of the whole ARTES programme the management of the agreements with third parties financial institutions the coherence of the ARTES Declaration in terms of content and the development of the new ARTES texts when required, dealing with the downstream applicationsservices activities. The postholder will be assisted in these duties by teams in charge of Study and Project Management as well as Management and Project Control Support and will have the managerial responsibilities of these teams. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in engineering. A university degree in business administration would be an asset. Proven achievements in developing business in the hightech domain are required. A good knowledge of integrated applications and downstream services from both the technical and economic standpoints and of the service value chain stakeholders institutional organisations, users, operators, industry, financial institutions will be considered a strong asset. Candidates should have a proven track record in developing and implementing strategic vision in hightech domains as well as in driving team performance, fostering cooperation across teams and stakeholders and in developing and motivating people. They should also demonstrate very good communication, relationship and ambassadorship skills. For behavioural competencies expected from ESA staff, please refer to the ESA Competency Framework. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset. CLOSING DATE The closing date for applications is 7 April 2016.
