For our project in Paris, France we are looking for a Product Assurance and Safety Support Engineer fm at ESA Headquarters. Aufgaben Tasks General tasks Support the ESA PA Safety Manager for designated projects in conducting, monitoring assessing the implementation of the PA Safety Programme. This includes support to any or all of the following activities Establishing the PA S requirements baseline for all elements of the project, in compliance with the ESA general Product Assurance and Safety policy Produce and implement plans, define inputs, outputs, participants, responsibilities, interfaces, coordinate efforts of participants, and produce resulting consolidated inputs. Reviewing contractors plans, specifications and effort proposed for the execution of the project PAS programme Produce reports of review activities performed e.g. documents reviewed, checklists used, spot check performed and conclusionsrecommendations. Monitoring project PA status identify relevant PA issues, including NCR SPR Waivers Problems Critical Items and systematically tracking all items. Produce monthly reports of monitoring activities performed e.g. inspections, checks, visits, reviews, including conclusions and recommendations. Assessing the implementation of PA S requirements by contractors, participating in design and safety reviews and directing the necessary preventive or corrective actions Produce monthly reports with assessment activities performed e.g. documents reviewed, checklists used, spot check performed, contribution to design and safety reviews, and activities related to preventivecorrective action. Representing ESA in the Boards established within the project for the disposition of Nonconformances Failure Reviews, Test Reviews, etc. Produce reports of participation to boards, indicating the contribution made to these boards e.g. review of agendas, participants, minutes of meeting, action follow up, closeout. Guiding and monitoring the application and procurement of EEE parts, materials and processes and controlling implementation of applicable requirements Produce reports on guidance provided, monitoring activities performed and status of compliance to applicable requirements. Monitoring the manufacturing, integration and test activities with quality assurance audits, mandatory and key inspection points, test witnessing and configuration inspections Produce report on activities performed with conclusion and recommendations. Defining the formal acceptance requirements and conducting the Acceptance Reviews of all contractual deliverable items Produce and implement plans for the preparation of the formal acceptance requirements, defining steps, inputs, outputs, participants, responsibilities, interfaces, and coordinating efforts of participants to produce resulting consolidated inputs to project documents. Produce also reports on the activities performed for conduction of Acceptance Reviews. Supporting the organisation management of the support from all PA disciplines. Controlling NCR Waivers Problems Critical Items. Produce meeting agendas, check that all inputs are available for the NRB or CCB, check that all needed participants are involved, produce NRB or CCB minutes of meeting, followup on actions identified, ensure proper nonconformancewavierproblemcritical item closeout. Produce also reports on control activities performed. PA for the verification, qualification, acceptance delivery activities. The launch campaign. Participating in progress meetings and CCB meetings. Produce inputs to the meeting and whenever requested, produce meeting agendas, check that all inputs are available, check that all needed participants are involved, produce minutes of meeting, followup on actions identified, ensure proper closeout. Participating in all project reviews, including safety reviews. Produce reports on all review activities performed e.g. documents reviewed, checklists used, spot check performed, conclusions and recommendations. Reporting project PA status deviations from plan schedule of all of above. Specific tasks Support to the ESA Ariane 5 Exploitation Product Assurance Surveillance Manager for designated projects in conducting, monitoring and assessing the implementation of the PA Safety Programme as such being notably a responsible for PA Safety support for Ariane 5 Operational Launch System Project OLS, Launchers Ground Segment Project GS, with occasional support to Future Mission Project. Verifying that the PA S requirements are taken into account by OLS, GS projects. In support to OLS GS Project managers, and in close relationships with the PAM other PA officer coordinating with the related CNESDLA PA S support. Demonstrating of appropriate application of Management Specifications in coherence with ECSS Review of contractors PA RAMS plans, specifications and effort proposed for the execution of the OLS and GS PAS projects preparing the arrangement for approval of PA S documents engaging ESA responsibility. Guiding and monitoring the implementation of PA S requirements by contractors including NCR Waivers Problems Critical Items and systematically tracking all items in order to assess performanceeffectiveness. Participation in design, acceptance TRR, TRB and safety reviews and directing the necessary preventive or corrective actions. Representing ESA in the Boards established within the projects for the disposition of Nonconformances Failure Reviews, MRB, Acceptance Reviews, Test Reviews, etc. Reporting project PA status deviations from plan schedule of all of above to the project Management and the Ariane PA and Safety Manager. Organizing with the support of CNES support Quality and Maintenance audits as necessary. Supporting project for development reviews preparation and follow up organization of documentation key points, participation in Project review as Quality animator. Establishing quality status reports, reporting on PAquality issues as Anomalies, Waivers, Alerts giving confidence of their proper treatment, monitoring reporting on the Critical items safety issues. Responsible for project RAMS management activities status. Organizing with the support of CNES support Quality and Maintenance audits as necessary. Establishing monthly Product Assurance and Safety synthesis in close cooperation with the PAM and with PA Safety support RAMS, technologies. Other tasks in the PAS domain maybe required based on project needs. Anforderungen Essential requirements For the accomplishment of the listed tasks, knowledge and experience of the following is mandatory A University degree or equivalent in engineering or technical sciences A minimum of 6 years experience in Product Assurance and Quality Assurance in the aerospace domain Good interpersonal, organisation and communication skills, with the ability to work in a diverse team environment Knowledge of the ESA NCTS NonConformance Tracking System application Desirable Skills Knowledge of Configuration Management or the implementation of Product Assurance within a quality system certified to ISO 9001 would be an asset Experience in the launchers domain is strongly recommended Zustzliche Informationen Other information Fluency in English, both spoken and written, is required Fluency in French is strongly recommended The tasks may require frequent missions in Europe and in French Guyana Must be an EU national or possess a valid French Work Residence Permit Planned start date is 01 October 2013

Defining and controlling the implementation of the applicable dependability and safety related acceptance requirements including risk acceptance criteria. Support dependability and safety verification activities, including hazard closeout and disposition of related NCR, RFW and Critical Items. Participating in project reviews to assess compliance with the applicable RAMS requirements and to formulate acceptreject recommendations. Qualifications and Experience Applicants should have at least 5 years of experience in the application of RAMS engineering to space programs, especially in ground andor ground based systems and three years of relevant experience in design and engineering of safety critical systems. Experience in the field of ground safety and projects assistance in obtaining the relevant launch centre safety certification and experience in dependability and safety engineering management processes are an advantage. Furthermore, candidates are required to have following skills Knowledge of Civil Aviation standardsas well as experience in certification processes. A handson knowledge of the RAMS analyses and methodologies Hardware and Software, preparation of relevant RAMS documentation during the overall project lifecycle and application of ECSS dependability and safety standards and objectives and experience during operations is an advantage. Knowledge of RTCADO178C Software Considerations in Airborne Systems and Equipment Certification and related certification schemes, and experience in interfacing certification authorities is considered an asset. Knowledge of EU Safety Directive as Directive 9837EC Machinery, Directive 9992EC Risk from Explosive Atmospheres, Directive 9723EC Pressure Equipment and the other safety directives relevant for space. Familiarity with space product assurance practices together with a good working knowledge of appropriate RAMS tools is an advantage. Fluent in English and good organization communication skills.
