JOB DESCRIPTION Responsibilities Duties Tasks The Consultant shall support software development and maintenance aspects of MC components and applications. The support is focused on but not limited to the elements that are designed with an objectoriented approach and following a clientserver architectural organization. The development cycle includes the typical phases requirements, design, development,testing with formal procedures related to configuration control, verification against the software requirements and rollout into operations. Development ranges in a mixed multiplatform environment, from fixing problems and engineering changes, technical support to the continuous operation of the system, including analysis, investigation and resolution with the creation of appropriate documentation. Main duties include Maintenance and Evolution activities o Software development using C and Java engineered in Windows and Unix environments, interacting with Commercial Off The Shelf COTS products o Preventive maintenance Support to the 247 smooth running of facility software applications and their operating systems and in the case of anomalies affecting operations, identifying and applying appropriate first line corrective actions ensuring that in the case of problems with applications, operating systems or COTS, that the operational configuration can be restored o Corrective maintenance Investigation into relevant anomalies and solutions, their documentation and classification, with suitable, followup of the delivery of software updates o System Evolution Analysis of userdriven requirements, generation of software requirements, design, implementation and verificationtesting activities o Verificationtesting activities Generation of verificationtest procedures and delivery documentation, participation in verification and regression testing activities at unit and system level, participation in factory acceptance testing campaigns and execution of onsite verification testing at integration level o System Upgrades Analysis, planning and management of application, operating system and COTS upgrades and reconfigurations, taking into account any compatibility issues o Definition and management of technical documentation and procedures in support of these activities. User Support o Applications support Software and technical support to the endusers of the application software by request o Attendance in meetings Participation in technical, progress and team meetings, submission of reports as required o On call service On occasions, provision of standbycallout support to operations and support to critical operations out of normal hours Additional support Provision of support to other areas and programmes as required, for example, supporting the simulations infrastructure. Technical Management o Documentation generation and updates of technical documents o Meeting participation participation to technical, progress and team meetings as needed and requested o Routine reporting preparation and production of routine reports as necessary o Contractor management at technical level acting as point of contact with the contractor for technical discussions, review of technical documentation from the contractor, organising periodical technical meetings with the contractor Software engineering framework support o Analysis activities focused on a common software engineering framework for the GSI Mission Control Applications and Tools Team o Development of tools implementing this software engineering framework. Qualifications University degree or equivalent qualification together with experience in security risk analysis Required knowledge Domain Skills o Extensive experience minimum 5 years in the definition, development and maintenance of Mission Control Functions software applications with focus on development whole life cycle for typical MC applications covering aspects like TMITC, Automation schedule and procedure execution, Operations Preparation, etc ... o Good knowledge and understanding with working experience evidence of space related standards ECSS and CCSDS related to spacetoground interfaces. System Development Maintenance Skills o Extensive experience minimum 5 years in software development and maintenance following formal software lifecycle processes resulting in multiple customer deliveries covering production of requirements, design engineering artefacts and implementation reflecting corrective and evolution software maintenance activities as well as new applications definition o Extensive experience minimum 5 years in verification and validation process and experience of supporting testing campaigns and related activities test procedure generation, nonregression testing, requirements verification and validation. Software, Technologies and Engineering skills o Extensive experience minimum 5 years in designing and developing software components and applications using Object Oriented 00 approach including design patterns o Extensive experience minimum 5 years designing and developing software components and applications using C, Java and scripting languages under both Windows and Linux platforms o Experience with formal software development environments like Eclipse IDE and Microsoft Visual Studio. Documentation and Configuration Management Skills o Good knowledge of MS Office Suite applications and experience with Documentation Management systems o Experience in using Configuration Management and Anomaly Reporting and Tacking tools. The key person shall support the Comms Team, within the GSI Division, in the TSS Department. The key person will report to the Comms Team Leader Competency Area Manager for Communications Systems. The key person shall be employed within a leveraged allmission team, requiring the ability to switch rapidly between the multitude of roles e.g. project support, operations as required. The team support the full range of Comms Systems, from provision of support to new networks systems requirement and design, support of operational systems and those transitioning to operations status, and integration of legacy systems and their eventual replacement or decommissioning. The Comms Team performs the following activities Specification of customer networking needs for both LAN and WAN systems. Identification, extractioncollection, analysis consolidation of required data flows and specification of their characteristics. Assessment and definition of customer networking needs, plus analysis of existing infrastructure, specification of incremental and consolidated requirements on network infrastructure and systems. Specification of the customer network solution purpose and scope, highlevel functionalarchitectural design description and justification, detailed description of logical and physical design incl. redundancy behaviour. Operation and maintenance of current insitu networks on a 247 basis. Design, procurement and provision of dedicated operations voicevideo support systems. Performs outofhours scheduled maintenance activities in support of services delivered to the ICT Unit. The key person will provide prime support to the Comms Team and will contribute to the requirements specification, design and development of Comms Systems, including the setting up of the related maintenance arrangements and processes. The tasks of the key person will typically include but are not limited to Support to procurements of customerled network services and systems. Contribute to requirements specifications and statements of work. Participate in the evaluation of offers for network services and systems. Lead and implement the migration of existing operational programmespecific and shared facilities from their current legacy networks to the consolidated network infrastructure at EUMHQ. Upgrade the EUMETSAT networks in remote sites. Support and contribute to the development of network solutions for future programmes. Demonstrate how system architecture and design parameters and deliveries will meet requirements, through the effective design and implementation of testing and other verification processes and procedures. The key person will assume and maintain the following roles and responsibilities within the Team Ownership of customer communications systems needs. Prime interface and point of contact for ensuring customers needs are understood and translated to technical specifications and constraints. Owning the responsibility to identify gaps between what the customer requires and the policy and technical constraints that may need to be mitigated e.g. security policy adherence. Leading the rollout of customer solutions within the projectprogramme and being the liaison between the Comms Team and the ProjectProgramme throughout. Obtaining and ensuring customer buyin and joint ownership of deliverables. Ownership of the network performance and management solution delivered and the servicesolution quality delivered to the customer. Actively contribute to the substantial scheduling challenge integrating the project schedule with other schedules through liaison with multiple stakeholders to ensure that project requirements are met, whilst facilitating the most effective deconfliction with existing network operations for operational systems. PROFILE In addition to having a University degree in a relevant engineering discipline, the key person shall demonstrate significant knowledge and a minimum of 5 years direct experience in the area of specification, design, implementation, verification and maintenance of communications systems. The key person shall have skills and experience in the following areas Domain Skills Understanding and translating the business needs imposed by satellite ground systems environments or similar on networking, and the delivery of an associated network infrastructure along with functions and systems that are demonstrably viable and optimal to meet the stated requirements. A demonstrable ability to analyse complex systems and present them in a comprehensible way to across other technical and managerial domains, with the specific ability to understand and communicate the relevant detail whilst maintaining focus on the overall systemwide aspects. Experience with estimating and scheduling of multiple concurrent technical activities such that milestones and their likely achievement can be communicated. Communication skills, in terms of experience in authoring technical and project documentation, and then being able to present it to a broad audience in English. Development, Verification Maintenance Skills The key person should demonstrate substantial recent direct experience with all aspects of network engineering within a comparable ideally satellite ground system and ICT communications system lifecycle. This should include for example identification of needs to deployment, operations and eventual decommissioning, and explain how those skill and experience would be directly relevant to meeting the requirements of the position. Supporting examples should be provided of recent experience where such skills have been deployed. This would include experience with mature change, configuration, capacity and problem management processes and systems. Evidence of having worked with customers and stakeholders to extract and document business or crossdomain requirements, translating them into technical formal communications requirements for delivery within a project methodology. Experience in the design and delivery of test plans such that deliverables can be validated against their likely ability to meet stated requirements. Technology Skills Internet Protocol network design, specification, documentation, testing, fault finding, and evolution. Indepth knowledge of Cisco design methodologies, technologies and solutions ideally including enterprise WLAN infrastructure. It will be beneficial if the key person holds current Cisco certifications or equivalent. Familiarity with the trend to virtualise the above technologies and to recommend and justify when and why such approaches may be optimal, in addition to then deploying and supporting them e.g. SDNs. Security skills associated with securing the communication system e.g. next generation firewalls, VPN, intrusion detection and prevention, strong authentication. Skills appropriate to associated domains e.g. computing clientserver, storage, dissemination. Network performance monitoring in terms of both the network and the applicationssystems it supports in terms of supporting fault finding, documentation, performance tuning, capacity and configuration management etc. Familiarity with IP based Telephony Systems The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the Engineer must be able to work effectively in this language and have knowledge of the other. The Key Person will be a member of the SEP Data Processing System Applications and Tools Group and in particular the Supporting Applications Engineering team, a multidisciplinary engineering team supporting operational and future programmes. Moreover the key person is expected to support the Operational department in the frame of maintenance and evolution of LEOGEO data and product processing systems. The Key Person shall provide engineering support to design and system engineeringreengineering activities, fully system lifecycle, in the area of the Monitoring Analysis and Reporting Multi Mission Element framework, named MME MONA, which consists in a portfolio of offline Ground Segment elements, specifically for the Long Trend Analysis, Quality Monitoring and Reporting aimed to support the operational activities of existing and future programmes. Candidate areas are programmes such as, EPS, MSG, MTG, EPSSG, JasonCS, Sentinel 3. The Key Person shall be requested to support the maintenance and evolution of off line Ground Segment elements, specifically for quality control, calibration and validation, data visualisation and auxiliary data management and services. The application software is mainly developed in CC, PERL, IDL and Python. The Key Persons duties will include a range of tasks, from the support of the day to day operation and maintenance, the analysis, design, development and testing of the facilities which also includes the handling of anomalies, upgrades and configuration changes for these facilities. The Key Person will be the focal point when it comes to integrating each individual Facility into a system context, covering all aspects from early SW development, definition of interfaces, system integration and testing, and end to end testing of the production system. Tasks will also contain the settingup and implementation of maintenance policies and procedures as well as the coordination with external providers of maintenance services. The activity is assumed, as a baseline, to require the fulltime participation of one Consultant for the duration of the contract. The tasks of the Key Person will be carried out mainly at EUMETSAT facilities in Darmstadt, but travel within Europe may be required for certain activities. Typically tasks will include Contribute to the definition, design, implementation and maintenance of architectures for data processing ground segments and their components with special emphasis on product quality control, calibration and validation, production monitoring and reporting. This task will mainly include Maintenance and evolutions of the MONA framework in all its components Configuration Management, building and distribution of software releases and patches Contribution to software system design and reengineering Support the definition, design and implementation of Climate Data Record project Support the operations of existing data processing ground segments and their maintenance and evolution. This will also include Upgrade software, including implementing and maintaining new algorithms for product quality control and calibrationvalidation activities. Perform routine tasks in operational systems under configuration control such as Support the Configuration Management process and the building and distribution of software releases and patches Support to the development, integration and configuration management of software developed by third parties, its installation, and configuration and testing Anomaly investigations, documentation and classification Follow up of the delivery of SW resolutions for any engineering change e.g. anomalies and evolutions Perform standard SW engineering activities such as SW testing in a structured approach to verify that delivered SW is fulfilling the requirements or to demonstrate that problems have been corrected. SW integration and verification in the EUMETSAT ground segments Settingup and implementation of maintenance policies and procedures Support to the procurement and installation of software, and the coordination with external providers of support services Participation in meetings and formal reviews. PROFILE Mandatory Attributes, Skills and Experience In addition to having a University degree or equivalent in a relevant discipline, the Key Person shall have the following mandatory attributes, skills and experienced. Relevant experience in preparation of requirements, design, interfaces and testing documentation for data processing systems considering the systems engineering aspects of data processing management and data provision experience of data processing for high data rate missions andor Earth Observation missions is an asset but is not mandatory Experience in SW design, SW development, operation, maintenance and trouble shooting of large complex realtime data processing systems for Earth Observation missions. Competence in objectoriented software design and implementation possibly in the context of satellite instrument data processing systems. Systematic approach to work, including the ability to plan the work and to cope with tight schedules and multiple tasks Ability to write accurate and consistent technical documentation. The Key Person should possess very good communication, presentation and team working skills and be able to cope with very high workloads. Moreover heshe should possess the following mandatory attitudes and attributes relevant for the development of hisher tasks Ability to learn and develop the needed skills and knowledge to contribute to the development of Data Processing applications within the Supporting Application Engineering Team. This includes the ability to rapidly absorb, and make use of, information presented in written and oral communications in a dynamic context. Willingness to work within a multidisciplinary context in cooperation with other teams. The ability to maintain a system overview is essential.
