Senior Engineer, Systems Engineering Performance Operations

ROLE DESCRIPTION SUMMARY You will be responsible for contributing to the business optimization of SES by reviewing system performance, identifying best practice and implementation gaps and by taking action to resolve those gaps. You will develop system analysis methods, report regularly on system performances and propose improvements having a direct impact on SES revenues and profitability. You will lead technical implementation projects associated with automation of system resource optimization. These projects will involve multiple SES teams within Technology, Operations, and other relevant SES entities. PRIMARY RESPONSIBILITIES KEY RESULT AREAS Develop and recommend tools to capture, collect, and produce analytical data allowing to profile system performance in term of key performance indicators with business impact Based on performance analysis, propose system changes improving performance of SES clients systems Define, secure and prepare datasets for statistical modelling with the support of SES Operations Incorporate findings and provide industry and competitor insights as part of model development and enhancement Propose new developments and enhancements to the SES software suite to assist with modelling and analysis of customers systems Assessment of performance at every step of the system implementation and later on during its operational phase, and feedback into lessons learned for future implementations Be the authority on MEO based satellite link analysis and customer solution development in support of SES product initiatives and customer opportunities. This includes configuration management oversight in the development and execution of satellite configuration changes. Propose enhancements to the MEO satellites system Payload and platform that will meet the needs of NOC, OEs, SOC, Asset Management, Systems Engineering and Solution Engineering. Support Network and Operations when investigating complex problems related to the SES systems SME for Operations on SES software related platforms Proactively audit and report customer network performances at regular intervals to ensure compliance to the SLA and uptodate configuration status including Gateway, Terminal, software, resources, IP, maintenance and sparing. Liaise with Operations and Solution Engineering to confirm proper and optimal configuration of each user service considering customer experience and SES resources with focus on MEO constellation. Collaborate with cross functioning teams, including Commercial, Product Development Mobility, Enterprise, Government, Spacecraft Engineering teams and Service Companies. Support the mPower team with analysis, tooling, product definition, terminal development and validating business cases for various opportunities Support the link budget model to ensure that it is correct, and the calculations meet the technical specifications made by SES Support the ARC simulator module to ensure it meets the technical and business needs of SES COMPETENCIES Strong knowledge of satellite link analyses, satellite link modelling tools and associated dependencies Demonstrate solid knowledge base on satellite technologies, systems and market aspects Demonstrate a good understanding of satellite payload architecture Ability of sound analytical and decision making skills Able to lead technical coordination efforts across different teams including the ability to take responsibility for work packages and topics Deep knowledge of O3B constellation and all associated operational aspects, with proven track record related to efficient interaction with multiple operational teams within SES Proven track record related to the implementation of new products in interaction with customers Possesses the capacity to monitor current service levels to ensure agreed standards are consistently delivered. Identifies trends and forecasts future customer needs, recommends and implements changes to continually improve the customer offering. Has the capability to make a real difference to SES business. Problemsolving, has the capacity to analyze complex and diverse problems, in their area of expertise, that could have a major impact on the organization. This could include examining new ideas or finding the root cause of an existing problem in order to minimize the risk of reoccurrence Knowledge and skills illustrates a thorough broad and deep understanding, builds on concepts and experience, and contributes to shaping future organizational policy. The key person will join the Cost Engineering Team within the Project Control Department and Quality. This position is based in Prague, Czech Republic. Tasks and Activities The scope of work will include Contributing to the maintenance and further development of the Cost Engineering processes and tools required to support the management of the EU programmatic tasks entrusted to the GSA and internal activities in line with the applicable rules and best practices. Developing an appropriate system of Cost Engineering metrics for the procurement and grant calls of the agency. Liaising with the GSA administrative and operational departments to support the efficient implementation of the necessary Cost Engineering arrangements in the Agencys activities. Participation in tender and grant evaluations in support to the establishment of the congruity and appropriateness of the financial proposals, based on the cost engineering elements assessment. Developing and maintaining a centralised Cost Engineering Database for data recording for analysis and benchmarking purposes. Supporting the data gathering process and other data users. Contributing to the development of Cost Models based on benchmarks for supporting the preparation of future procurements. Supporting activities related to cost estimates, forecasting, impact assessments and costbenefit analyses. Supporting adhoc tasks as required. Skills and Experience The following skills and experience are mandatory University degree in business administration, finance, economics, engineering or another relevant field. Experience or knowledge in cost engineeringcost analysis in line with the tasks described. Experience in technical complex projects involving multiple stakeholders, preferably in an international environment. Excellent command of both written and spoken English. Security clearance EU Secret will be necessary, therefore only nationals of the EU countries will be considered for this role. Ability to travel on missions when needed to other locations. Currently, we are looking for a highly skilled Galileo Ground Control Segment GCS Deployment engineering support who will work for ESA, at Oberpfaffenhofen, Germany. SPECIFIC TASKS The general responsibilities of the service will be onsite support in the Galileo Control Centre located in Germany, GCCD in the area of Galileo Control Segment GCS with focus on deployments, test and verification, evolutions as well as service continuity. Task 1 assess the operational impact of segment anomalies raised as SPRs, NCRs and ARs. Follow up the closure of GCS related anomalies as part of the Anomaly Review Boards and Nonconformance Review Boards, both at segment level internal and resulting from systemOPS activities external, ensuring that critical issues are solved with maximum priority and any Workarounds are duly qualified. Task 2 support the planning and preparation of the deployment, and OPE migration activities through review of the associated deployment migration plans and CCRs. Provide duly comments in relation to the review schedules, follow up the timely execution of the activities and report on the progress. Support the planning of GCS Delivery Review Boards DRB and their associated test campaigns. Task 3 support the preparation of and follow up the daytoday GCS AIV activities at GCCD liaising with the ESA GCS AIV Manager, WP3X industry and WP1X industry. Review of AIV documentation RVM, Test Cases, Test Procedures, Test reports etc, especially those related to Site AIV activities and provide duly comments in line with the review schedules. This includes attendance of TRRs, witnessing of test execution, review of test results and follow up the timely delivery of test logs from GSAGSOp to the data processing teams. Task 4 participation to the Mid Term Planning Meetings MTPs for VAL and OPE, and Change Control Boards CCBs. The CCBs include ESA System Exploitation CCBs and GSOp GCS CCBs. Task 5 Support the development of evolutions related to operational improvements through participation in working groupsworkshops. Task 6 Support the resolution of ILS and obsolescence issues impacting operations at the control centre. Task 7 Liaise with the ESA Project Office in ESTEC on both urgent and daytoday matters potentially affecting the Galileo service continuity or limiting OPS capabilities. Task 8 Support the GCS Operators in their operational validation tasks, liaising with the technical experts in ESTEC and Industry and ensuring the operability of the delivered infrastructure Task 9 Participate, as requested, in Galileorelated reviews and technical evaluation boards, in particular contributing to GCS qualification reviews, intermediate reviews, system and operations reviews Task 10 In case needed, provide support also to deployment and AIV activities in relation to the Galileo Ground Mission Segment GMS. REQUIREMENTS The personnel assigned to carry out the above activities must eligible for a Personal Security Clearance PSC from a country within the EU, issued by their national security administrations. In addition, they should possess the following skills General skills Full command of English language oral and written Autonomy in writing minutes of meetings, technical notes, specifications and reports Good inter personal skills and team spirit Previous working experience in a multinational environment Good knowledge of MS office tools Excellent Organizational skills, good practical sense, being able to work effectively in a team and be able to work autonomously in the field of responsibility Availability and willingness to travel for missions inside or outside Europe. Experience in procurement of industrial activities Essential skills Masters degree or equivalent qualification in Engineering, physics or Computer science Knowledge and experience of the Satellite Control and Monitoring Systems and Flight Dynamics Systems including its operations, architecture and implementation.
