DESCRIPTION The present work package shall provide senior engineering support for the LTDP programme management, and for the definition and maintenance of the LTDP ESA Preservation Scenario and international cooperative framework under responsibility of EOPGA with the support of EOPGT. Objective Currently identified tasks comprise Finalisation and update of LTDP Programmatic Documents and Plans o LTDP Programme Plan and detailed LTDP project proposals o LTDP Preservation Workflow o LTDP Guidelines o LTDP Preserved Data Set Content PDSC o LTDP Historical Data Access Policy o European Space Data Set o European LTDP Cooperative Framework o ESA LTDP Joint Activities Plans o Other documents necessary to consolidate or extend the Cooperative Framework and Preservation Scenario Collection of LTDP Generic and Historical Mission specific User requirements and needs LTDP Ground Segment Operational Concept and Highlevel User Scenarios definition Liaison with EOPS, DSRE and DHSO for LTDP Joint Activities and Common Approaches definition Support to LTDP Working Group activities coordination LTDP pilot projects coordination and management Monitor evolution of LTDP international context Coordination with LTDP related EC projects and activities Organisation of LTDP workshops and events LTDP papers preparation and submission to selected conferences LTDP Outreach activities Activity input LTDP Guidelines LTDP Preserved Data Set Content Document LTDP project technical documentation LTDP Operations Concept Other documents as necessary Activity output As expected from this WP activities list e.g. see task 1 above LTDP related requirements and needs, Operations Concept and highlevel User Scenarios Review of technical documentation from LTDP related pilots and from development projects e.g. final reports Presentations for LTDP WG and for conferences, papers and outreach material Contribution to LTDP project plans and project proposals finalizations Activity tasks The following tasks shall be performed by the contractor 1. Finalisation and update of LTDP Programmatic Documents and Plans In the frame of this task the Contractor shall provide support to the LTDP Programme Manager to the finalisation and update of the following main LTDP documents LTDP Programme Plan and detailed LTDP project proposals LTDP Preservation Workflow LTDP Guidelines LTDP Preserved Data Set Content PDSC LTDP Historical Data Access Policy European Space Data Set European LTDP Cooperative Framework ESA LTDP Joint Activities Plans Other documents necessary to consolidate or extend the Cooperative Framework and Preservation Scenario To this scope the Contractor shall Coordinate documents change requests collection, review and follow change management process Finalise adhoc questionnaires e.g. for Cooperation Framework, user requirements gathering and user scenarios definition, collect input and assess content Keep LTDP Programme and project proposal Master Schedule aligned to single project phasing Assess benefits and impact of Preservation Cooperative Framework on international member states agencies and internal to ESA Continuously monitor and collect cooperation needs from European Member States agencies and EO data providers. Any additional task required by the activities. 2. Collection of LTDP Generic and Historical Mission specific User requirements and needs. In the frame of this task the Contractor shall provide support to Gather user requirements from EOPS and LTDP designated communities for historical data long term data series e.g. ECV, CCI Finalise adhoc questionnaires and online surveys for user requirements capturing and update Moderate user requirements forum on LTDP technical site. 3. LTDP Ground Segment Operational Concept and highlevel User Scenario definition In the frame of this task the Contractor shall Maintain LTDP Operational Concept document uptodate with new evolving use case scenarios gathered from LTDP designated user communities and from on going ESA ground systems and research technology developments Attend Architecture working group coordination meetings and ground segment developments project main reviews to keep the Operational Concept uptodate with ESA multimission ground segments architecture and activities. 4. Liaison with EOPS, DSRE and DHSO for LTDP Joint Activities and Common Approaches definition In the frame of this task the Contractor shall Support the preparation of interdepartment and interdirectorates Joint LTDP activities and plans Collect and harmonize Long term data series preservation requirements Support the definition of interdepartment and interdirectorates LTDP common approaches and procedures. 5. Support to LTDP Working Group activities coordination In the frame of this task the Contractor shall Act as the LTDP WG secretary prepare agenda and presentations, finalise minute of meetings, record and tracking of actions and presentations, collect documents change requests and implement their disposal in accordance with WG decision Update the LTDP Technical Site and moderate the LTDP Forum. 6. LTDP pilot projects coordination and management In the frame of this task the Contractor shall initiate and manage LTDP framework and operations concept piloting project initiated in the frame of the LTDP WG andor interdirectorates by Finalising pilot project proposal Initiating and managing the relevant procurement actions Followingup pilots technical activities. 7. Monitor evolution of LTDP international context In the frame of this task the Contractor shall monitor the international context for what concerns digital data preservation in order to Identify and evaluate technology or procedures advancements Assess benefitsimpact for ESA and LTDP Cooperation Framework deriving from the above advancements Identify LTDP related initiatives, working groups and projects at international level Assess benefitsimpacts deriving from ESA participation to such initiatives. 8. Coordination with LTDP related EC projects and activities In the frame of this task the Contractor shall support the harmonization of EC projects and LTDP ones by Reviewing LTDP related EC projects outputs and documents Finalising new EC project proposal in harmonisation with ESA LTDP strategy. 9. Organisation of LTDP workshops and events In the frame of this task the Contractor shall support the preparation of LTDP workshops and events at ESA by Defining the objectives and agenda Supporting the overall organization Preparing presentations content templates and presentations for ESA Collecting results and wrap up finalisation. The following events are currently planned not exhaustive list LTDP User Workshop mainly finalised to asses User Satisfaction and new requirements for LTDP missions once every two years and long term data series needs for ESA EO post mission phase LTDP Technical Workshop once every one and half years mainly finalised to guideline compliance and impact GSCB LTDP Workshop once every two years mainly finalised to present the status of preservation activities and challenges by European and international EO data providers and organizations PV workshop which embraces a wider user communities facing the challenge of digital objects long term data preservation. 10. LTDP papers preparation and submission to selected conferences In the frame of this task the Contractor shall Maintain updated list of LTDP relevant fora and events Finalise and submit publications, posters and papers by collecting input from different domains and LTDP project results Attendance to Committee and papers selection Presentation of papers at events if required. 11. LTDP Outreach activities In the frame of this task the Contractor shall provide support to the finalisation of LTDP related outreach activities like Definition of brochures and flyer Finalisation of videoscartoonsmobile applications for the general public. Performance measurement The performance of the contractor shall be assessed on the basis of The quality of the work provided Timely input according to the activty plan agreed with the Agency Flexibility and capability to adapt to varying requirements and needs from the Agency PROFIL The staff allocated by the contractor to this work package shall have the following key skills University degree or equivalent qualification in a technical discipline, preferably in Computer Science or Earth Observation Capability and proven experience in Project Management in international contexts and environments Capability and experience in preparing programmatic, planning and project management documents Knowledge of LTDP related standards and procedures Capability and proven experience of RD engineering and management Knowledge of PDGS implementations at ESA and of MMFI environment Capability to carry out and complete work autonomously and in a team Proactive problem solving skills Good communication skills and capability to interact with and coordinate people also outside ESA Capability and experience in preparing outreach material and presenting at conferences and events. The applicant shall work in the Operations and User Services Department of our customer as a member of the Metop Spacecraft Operations Team. Scope The Programme Management Support Consultant shall report to the Associate Director for LEO ProgrammesHead of the LEO Division and liaise with the LEO management team. Overall the Consultant shall support the LEO management in the preparation of generic management and development plans and structures taking into account the existing information and implementing lessons learnt from the past EPS, Jason and Sentinel3 mission development. The outcome of this support will be used in the first place to maintain the existing plans and later on to work on the future programmes. The PMP will rely on the existing management arrangements, the inputs provided by the EUMETSAT Directory of Instruction, the lessons learnt drawn from previous implementations and the outcomes of quality audits. 2 Based on consultation with the Programme Manager and his team leaders including Quality Assurance and Project control, prepare a generic LEO Risk Management Plan. 3 Perform a review of the existing Programme Implementation Plans PIPs from EPS Jason3, and Sentinel3, establish a generic PIP that will serve as an input to all present for their maintenance and future PIPs. 4 Support the Programme Manager in rebaselining the MetopC development 5 Coordinate and maintain with the project control the Programme structure e.g. Work breakdown structure, Product tree, Documentation tree 6 Establish and maintain with the team leaders an overall schedule as well as indicators to track and report progress of LEO activities 7 Maintain with the Programme Manager and his team a Critical Item List for the Phase B 8 Support the Programme Manager in the preparation of synthetic progress reports for internal and external purposes 9 Support the Programme Manager and his team in the preparation of presentations for internal and external purposes. 10 Support the Programme Manager in the preparation of the Programme Reviews from a management standpoint e.g. MetopC reviews, LEO Requirement Reviews as well as the organization of dedicated key points. Profile The Consultant is required to have the experience and capability to fulfil the assigned tasks with the minimum of supervision. The Consultant shall have, as a prerequisite, a background of at least 8 years in space projects, with at least 3 years experience in project management positions. The Consultant should have a University degree, some knowledge of QA processes and procedures and good computing skills with a familiarity with Microsoft Office software Word, Excel, Powerpoint, Project, Access, etc.. The Consultant shall have good interpersonal skills. Furthermore, the Consultant should preferably have experience of working on a collaborative programme between different partners. The working language for the position is English and therefore the applicants should be able to work effectively in this language. The knowledge of French is an advantage.
