Consultancy Support on Ground Station System Engineering

TASKS AND RESPONSIBILITIES The consultant shall support the activities of ground segment developments in the areas of Ground Stations, RF and Telecommunications. In doing this, the consultant shall support Engineering activities of Phase B of future ground segments in the areas of Ground Stations, RF and Telecommunications The follow up of the detailed design and development activities of Phase CD of the future ground segments in the areas of Ground Stations, RF and Telecommunications The maintenance and evolution in phase E to the other programmes in the areas of Telecommunications, RF and Ground Stations Participation in the dayto activities of STC Lab managed small Telecommunications and RF laboratory supporting system simulations and analysis as well as small applications developments based mainly on MathLab and Labview e.g. tailored Remote Spectrum Analyser MMIs. The consultant will be a member of a multidisciplinary system engineering team and will report directly to the SEP Ground Stations Engineering Team Leader, however when working in a given programme, the consultant shall report also within the established programme structure. In the performance of these tasks, the consultant shall apply the relevant organisational and programmatic quality management procedures as well as the relevant ground stations system engineering standards. PROFILE OF THE CONSULTANT The Consultant shall have a university degree or equivalent in an engineering discipline relevant to the job profile together with the experience and capability to fulfil the assigned tasks with a minimum of supervision. Heshe shall have a prerequisite, demonstrated experience in a similar function for least 5 years. This experience should include Ground stations system and subsystem design and development for TTC, mission specific and or satellite communications ground stations TTC baseband equipment and SLE compliant implementations Technical background in the specification and VV of ground stations and large antennas and tracking systems for LEO and GEO satellites ACU and receivers inclusive Knowledge of modulationdemodulation schemes applied by Ground to Space ICD for TTC and payload data transmission e.g. ECSS and CCSSDS Standards In addition, the knowledge and experience of the following processesareas is considered as an asset Design and requirements engineering of large and complex Earth Observation related ground stations e.g. MSG PGS or EPS CDAs Usage of High Data Rate Demodulators System experience with Link budget analysis and tools in S, X and Ka Band Standard RF and microwave tools and SW package for generation of signal processing related simulations andor semiautomated measurement procedures for complementing the capabilities of the STC lab. The Consultant shall be in possession of sound management and interpersonal skills to conduct the responsibilities described above autonomously and with a minimum level of supervision, exhibiting good oral and written communications skills, analytical capabilities and motivation. The official languages are English and French. The working language for the position is English and therefore the consultant must be able to work effectively in this language and have knowledge of the other. WORKING HOURS Normal support Monday to Thursday 0830 1715 and Friday 0830 1600 Standby Callout support Also occasional Shift Weekend work REPORTING Formal reporting is required at monthly intervals or in the event of a major task completion. The monthly reports shall provide the level of effort per activity documentation generated shall be submitted in writing directly to the technical representative. The work will be released in individual Work Packages.

Ground Station Maintenance Engineer based at EUMETSAT, Darmstadt, Germany Job Description For our activities in EUMETSAT, we are currently seeking a Ground Station Maintenance Engineer as part of the Routine Operations phases of the Meteosat Transition Programme MTP, the Meteosat Second Generation Programme MSG, the EUMETSAT Polar System EPS and JASON2 The appointed candidate shall work in the Ground Stations team supporting MTP, MSG, EPS and Jason 2 Routine Operations. The tasks will be carried out mainly at EUMETSAT Head Quarter facilities in Darmstadt, but travel to Ground Stations and backup centers located within Europe, may be required for certain activities. The tasks to be performed shall include, but not necessarily be limited to, the following 1 Definition and maintenance of automated and paper based operational Ground Stations procedures, in accordance with the corresponding configuration management and quality assurance practices. 2 planning and scheduling of the regular ground Station maintenance activities within ongoing operational constraints 3 interface at technical level with the maintenance service providers and coordinate the maintenance activities 4 coordination of the investigation and correction of anomalies reported by the operationsmaintenance team and interface with manufacturers if necessary for anomaly correction and verification. 5 attend dailyweekly operations coordination meetings and interface with operational representatives as required 6 provision of ground station support to operations during critical mission phases, pre and post launch i.e. SVT, LEOP, IOT and contingency 7 assisting with the preparation or evaluation of proposals, as required, for modificationsimprovements to the Ground Stations and associated equipment 8 support the planning and scheduling of the implementation, testing and validation of these modificationsimprovements 9 provision of training to operation teams about ground stations upgrades 10provision of status reports about the performance of the ground stations and associated systems 11maintenance of Ground stations databases 12provision of support to the setting up of maintenance agreementscontracts from a technical point of view Note that this job may require, under special circumstances and upon previous agreement, standby and callout support shift andor weekendslate nights work Qualifications and Requirements Essential In addition to having a University degree or equivalent in a relevant discipline, the candidates shall have at least 5 years experience in the Operations and Maintenance of Large Ground Stations andor Ground Stations EngineeringIntegration to be used either for GEO or LEO missions. Experience is required in the following areas Maintenance and operations of large ground stations including site infrastructure Operation preparation phase, focusing on creation and maintenance of automated procedures to operate large ground stations from local and remote Ground Station designintegrationtesting in particular regarding the Antenna, RF Front End, Base Band subsystems and Monitoring Control Usage of Tracking systems including Antenna Control Unit ACUTracking receivers for large antennas to acquire either LEO or GEO satellite Operation and configuration of integrated TTC baseband equipment and ranging systems e.g. INSNEC Cortex type Usage of High Data Rate Demodulators RF measurement practices and usage of related instrumentation Knowledge of modulationdemodulation schemes applied by Ground to Space ICD for TTC and payload data transmission. Desirable It would be a distinct advantage for the applicants to have experience with some of the following Commercial satellite and micro wave data links Basic knowledge of WAN, LAN and TCPIP protocol Implementation of relevant ECSS standards and CCSDS recommendations In Orbit Test I.O.T. systems and test procedures. The appointed person shall be able to conduct all activities in an orderly and disciplined manner, shall be able to work calmly and correctly under stress and must be able to work with minimum of supervision. Good communications skills, to allow the effective communication of information under a variety of circumstances with the operational team are essential. English is the working language at EUMETSAT, so candidates must be fluent in the language. Knowledge of French andor any other EU language would be of advantage.
