German regulator wants to increase basic LLU fee

(Telecompaper) German network regulator BNA has published its proposal for the LLU fees to be charged by Telekom Deutschland for access to its DSL network from 1 July. The basic LLU fee will be increased from the current EUR 10.08 per month to EUR 10.19 per month, and the LLU fee for access to central switches will be lowered from EUR 7.17 per month to EUR 6.79. BNA also proposes to lower the monthly fee for access to multifunctional switches with active network components, from EUR 132.40 per month to EUR 107.23 per month. This fee will be divided equally between alternative operators using the switch. If they need access to Telekom's cable ducts the fee is to be EUR 0.09 per meter, and access to a cable duct with dark fibre will cost EUR 66.75 per month instead of EUR 69.22. Interested parties have until 24 April to send their comments on this preliminary decision. The decision and the comments will then be sent to the European Commission and EU regulators for their comments. In first reactions both alternative operators' associations Breko and VATM criticize the decision to increase the monthly fee for basic LLU access. Breko claims that the decision will slow down investments by alternative operators significantly especially in rural areas. VATM calculates that the decision as it is will cost alternative operators around EUR 37 million as there are around 9 million LLU connections using the basic version and only 140,000 using the multifunctional switches.
